A very exciting and unique opportunity has arisen in Rossie for a Finance Manager, heading up a small team. We are looking for an exceptional candidate with the required financial background and excellent people skills.
The preferred candidate will have a recognised degree level Accountancy qualification (SCQF level 9) as well as a preparedness to develop and learn in line with organisational and role requirements.
To deliver an effective and efficient Finance function on behalf of Rossie. This includes payroll administration, accounting systems, budget monitoring, financial forecasting, financial reporting, cash and ledger management. Ensure effective reporting of all financial related matters to the CEO and Board of Governors as required. In addition, provide a multidisciplinary approach, comprehensive support and line management to the Finance Team.
Financial Reporting to CEO:
Prepare all accounting and financial information to present in required format to the CEO/Board of Governors on a monthly, or more regular frequency, as required.
Report all financial information to the CEO on a regular basis.
Attend Board of Governors/SLMT Meetings as requested to provide relevant financial and accounting information to support informed decision making.
Monitor the delegated budgets of departments and provide assistance and support to departmental heads in respect of financial management.
Support the CEO to lead on annual budget setting processes and financial submissions of Scotland Excel commercial contract tender.
Support the CEO with financial information to review organisational banking arrangements on a regular basis.
Work closely with consultant/CEO/SLMT to provide financial information to support the securing of funding in order to generate income and enhance services and assist with financial elements of fundraising applications.
Financial Management:
Preparation of appropriate reconciliations (PAYE, Control Accounts, Petty Cash).
Preparation of the relevant end of year returns for accounting purposes.
Preparation of monthly Management Accounts and financial information for the CEO/Board of Governors.
Prepare all accounts/ledgers for the purposes of external audit checking on an annual basis.
Monitor debtors and pursue outstanding accounts
Ensure Financial Regulations compliance across all departments and lead on regular reviews/updates. Maintain Finance Manual and ensure internal financial controls are updated in accordance with systems and process changes.
Monitor asset register and link with Financial Regulations and Financial Accounts.
Review and streamline accounting and financial systems and processes to ensure effectiveness and accuracy at all times.
Provide financial information to support CEO/SLMT in the preparation of business cases, option appraisals and enable staff modelling.
Contribute to the development and delivery of the Business Plan from a financial perspective.
Arrange upgrades and implementation of IT software applications with external consultants for the Finance & Payroll functions.
Monitor all organisational budgets and ensure compliance with Financial Regulations.
In conjunction with the CEO, support policy reviews to ensure alignment with Financial Regulations, legal and organisational requirements.
Payroll & Pensions Administration:
Processing of superannuation/auto-enrolment, national insurance, statutory maternity pay, statutory sick pay, fees and dues, P45's, and union deductions.
Processing of annual increments and other related salary increases.
Ensure all financial and accountancy processes are fully compliant with statutory legal requirements.
Financial support for Contract and Service Level Agreement (SLA) Management:
Support the CEO to provide financial information for the preparation of Service Level Agreements in conjunction with operational staff.
Support the CEO to monitor and review service contracts with Business and Facilities Service Manager.
Support the CEO to provide financial information to aid the Scotland Excel (SXL) tendering and procurement process.
Line Management support to the Finance Team:
Provide effective line management and guidance to the Finance Team to ensure delivery of team and organisational objectives and absence cover as required.
Responsibility for identifying and addressing staff delivery performance issues within the Finance Team and ensuring staff adhere to policy, procedure and organisational values.
In line with policy, conduct regular supervision and appraisal sessions with the Finance Team ensuring clarity of role and development.
Actively develop the Finance Team to ensure skills and competencies are in line with the needs of the role, team and organisation more widely.
Manage recruitment and selection process for the Finance Team
All the above duties will be carried out in line with Rossie policies and procedures.

Minimum 3 years within an accountancy/financial management/payroll environment

IT - Microsoft 365 (Office 365, Outlook, Excel, Word, PowerPoint, Teams, SharePoint etc.)
Simplify complex data
Provision of information to senior management level and above
