Job Summary

Over the coming year, we are undertaking work to start providing people in Lincolnshire a view of their health and care record using our Lincolnshire Care Record. This role will be pivotal in the delivery of this, ensuring stakeholder engagement, project planning, and delivery. This exciting role is working in the Lincolnshire Integrated Care System supporting all the organizations providing health and care services to work with users of those services to have access to the information they need. This role is funded until March 2025.

Main Duties of the Job
  1. Develop and manage a project plan
  2. Engage with stakeholders widely
  3. Manage risks and issues
  4. Oversee project delivery and ensure the project meets its deadlines
  5. Manage change control
  6. Support change adoption and implementation
  7. Work with suppliers, professionals, clinicians, digital and information governance colleagues, communications teams, patient representatives, and national colleagues to ensure successful delivery

Person Specification Qualifications

Essential

  1. Educated to degree level or equivalent or equivalent professional qualification
  2. Prince2 Foundation Level Qualification
  3. Evidence of ongoing personal and senior level management development
  4. A good general standard of academic achievement

Desirable

  1. Evidence of postgraduate advancement
  2. Membership of appropriate professional organization
Previous Experience

Essential

  1. Demonstrable track record of achievement and excellence as a project manager at a senior level with evidence of delivery of information technology to support service improvement and business change
  2. Experience at a senior level in ICT (or professional equivalent) including evidence of developing and managing services in a complex multi-agency environment
  3. Previous experience of the procurement of large-scale information systems and of negotiation and performance management of contracts and SLAs
  4. Experience of budget management and resource allocation
  5. Experience of effective team working at a senior level
  6. Experience of collaborative working with other organizations, colleagues, suppliers, and customers in the delivery of aims and objectives

Desirable

  1. Senior level experience within NHS
  2. Evidence of deploying innovations and new technologies to promote efficient ways of working
  3. Reorganization and restructuring of service departments
  4. Experience of the use of the Cranfield or equivalent benefits management methodology
  5. Experience of supporting the development of ICT policies and procedures with whole organizational impact
  6. Experience of the development of business or clinical software systems
Skills

Essential

  1. Excellent project management skills
  2. Good public sector IT procurement skills
  3. Effective leadership skills that motivate and involve a team
  4. Good communication skills including evidence of dealing with senior colleagues and involving other stakeholders from within and external to the organization
  5. Broad technical IT skills coupled with the ability to quickly understand the implications of new technologies
  6. An up-to-date knowledge of NHS App and other national initiatives and their impact on the delivery of clinical services in the NHS
  7. Knowledge of the importance of benefits management for the successful delivery of IT investments
  8. Excellent analytical and problem-solving skills with the ability to understand highly complex, sensitive, or contentious information

Desirable

  1. Knowledge of POISE, OJEC, or other public sector IT procurement standards
  2. A good knowledge of current technologies, standards, protocols, wide area networks, broadband and best practice delivering ICT services
  3. Good understanding of the issues surrounding IT systems integration including HL7 and DICOM
  4. Knowledge of one or more modern programming languages
