Orion Group Life Sciences are looking for a Health Economics Senior Manager on behalf of our Multinational Pharmaceutical/Biotechnology client located in Cambridge and Uxbridge. Initial 12-month contract, with possibility to extend.

Key Accountabilities :

  • Leads the UK&I Health Economics and Reimbursement team/function.
  • Ensures optimal approaches are developed and adopted to secure medicine access and reimbursement across the UK&I.
  • Leads on shaping our clients' response to external HTA strategy and policy levers with requirement for high impact engagement with senior stakeholders and decision makers.
  • Nurtures and develops HE Talent.

Responsibilities:

  • Development and execution of industry-leading National Access (including pricing) strategies to enable reimbursement throughout the UK and Ireland (NICE, SMC, NCPE).
  • Senior Stakeholder Engagement - defines critical policy influences/levers relating to our clients' HTA and reimbursement priorities. Develops and leads the plan for reimbursement body engagement in conjunction with wider industry associate strategies aimed at delivering policy change (aligned to VPAG and pathways for change).
  • Policy/Decision Making - Identifies and shares relevant insights within UK&I and GVA to shape/influence policy development and focus - anticipates future trends/approaches.
  • SME on HTA policy for the UK and partners closely with the Head of Market Access Ireland.
  • Partners with Global HEOR and local agencies to ensure delivery of global value resources (including health economic models, detailed reviews, network meta-analyses, costing studies, value dossiers) that meet the methodological requirements of UK and Ireland HTA agencies.
  • High competency in data insights and analytics.
  • Innovative & Tailored Solutions - develop and implement innovative and tailored solutions to overcome access barriers and optimize patient access to our clients' products.
  • UK and Ireland optimally represented on Global Access Teams to support optimal approach to in country launch preparation.
  • Represents UK/I function on global strategic and implementation teams as required.
  • Strategic leadership of the Health Economics and Reimbursement team ensuring current and future capabilities are aligned to UK&I and GVA needs.
  • Has 'decision' authority on the final HTA submission dossier for submission to NICE, SMC and NCPE.
  • Has 'decision' budget responsibility for all submission related costs including vendor fees, HTA submission fees and 'high influence' on UK & I related evidence generation needs.
  • High level responsibility for recommending pricing decision point on all our clients' medicines aligned to submission process.
  • Industry-leading National Access Strategies to secure and maintain reimbursement for inline and pipeline assets.
  • Innovative and tailored access solutions to overcome access barriers and optimize patient access to our clients' products.
  • High-quality HTA submission dossiers (evidence robustness, consistency of clinical and economic components, and patient centricity), ensuring consistency with HTA strategy.

Requirements and skills

  • Doctorate degree and 8 years of directly related experience; or Master's degree and 10 years of directly related experience.
  • Degree in Health Economics or related discipline.
  • Direct experience in leading and delivering HTAs across UK/Ireland (NICE, SMC, NCPE).
  • Strong understanding of strategic pricing and contracting, including innovative approaches such as risk-sharing deals.
  • Ability to review clinical and health economic literature, including disease state information, clinical trial design and results, and pharmacoeconomic studies to understand implications for payers.
  • Solid appreciation for cultural diversity.
  • Strong strategic thinker and a track record of successful engagement with external stakeholders and influencing policy change.
  • Excellent technical skills in evidence synthesis, health economics and critical appraisal.
  • Strong understanding of payer environment in UK & Ireland, including reimbursement, pricing and contracting, value drivers, and HTA policy.
  • Leadership skills with demonstrated ability to shape strategy, lead cross-functional teams, and engage in productive debate and collaboration with senior leaders.
  • Openly promotes leadership and cooperation across the organization; actively works to remove barriers to collaboration.
  • Demonstrates exceptional issue management skills; uses a variety of techniques and methods to reach win/win solutions.
  • Establishes performance goals and expectations that stretch the team and consistently lead to high levels of individual and team performance.
  • Demonstrates expert knowledge on Health Economics and Reimbursement landscape together with robust understanding of the HTA related policies.
  • Ability to develop and maintain external stakeholder and influencer relationships and to provide timely insight across the organisation.
