We are seeking an exceptionally talented procurement professional to join our Commercial Hub as a Category Lead (Head of Categories) . Key Responsibilities:
Lead and manage the procurement process across multiple categories, ensuring value for money and compliance with Public Contracts Regulations.
Develop and deliver procurement strategies that align with the council's objectives and meet the needs of diverse stakeholders.
Drive procurement activity for high-value, complex contracts, ensuring robust commercial outcomes and sustainable results.
Provide expert advice on the use of procurement frameworks, Dynamic Purchasing Systems, and traditional tendering procedures.
Engage with multi-disciplinary teams, fostering strong partnerships through consultation and negotiation with both internal and external stakeholders.
Ensure all procurement activities are delivered in line with regulatory requirements, council policies, and best practice standards.
Manage supplier relationships and drive continuous improvement in contract performance.
Required Skills & Experience:
Proven experience in public sector procurement, with a strong understanding of Public Contracts Regulations.
Hands-on experience in leading complex tenders across various categories of spend.
Demonstrated commercial expertise in large-scale, high-value procurement processes.
Familiarity with procurement frameworks and dynamic purchasing systems.
Strong experience in partnership working within multi-disciplinary teams.
Preferred experience in using Atamis e-procurement system.
Excellent communication and negotiation skills with the ability to influence stakeholders at all levels.
