This is an exciting time for learning disability and autism services in Lincolnshire. In line with the national plan, Building the Right Support, the current services we provide to individuals with a learning disability and/or autistic individuals to ensure adapted care and support is provided to individuals in times of crisis (and is based on need rather than diagnosis) are currently being reviewed and transformed.


As Service Manager for the LDA Enhanced Support & Liaison Services (ESLS), you will be involved in the implementation, development, evaluation, and ongoing management of a service that will function as part of a multi-agency pathway, working with service users, providers, carers, families, social care and health partners to enable people with a learning disability and/or autism in Lincolnshire to receive appropriate care in the right place at the right time.

The overarching aim of the service is to prevent unnecessary deterioration in mental well-being by making sure that individuals with a learning disability and/or autistic individuals receive appropriate care and support in the community, including fair access to mainstream mental health services and an enhanced level of direct support when required.


If an admission to a mental health or specialist learning disability bed is deemed necessary, the service aims to reduce the duration of the admission, by supporting reasonable adjustments, sharing a clinical understanding of how a learning disability and/or autism may interact with mental health conditions, and providing structured joint work and assessment.


The service aims to ensure that all mainstream mental health services are aware of potential diagnostic overshadowing in autism and learning disabilities and that physical health needs are considered as part of the holistic individual picture and presentation.

Responsible for the development and implementation of LDA enhanced support and liaison services, ensuring safe and best practice, and NICE guidance, is incorporated and embedded.
Assist the divisional Business Manager in the analysis of service specific data and understand the impact of information on performance.
Support the Divisional Manager and Head of LDA in developing the service and participate in management meetings and discussion.
In collaboration with the Divisional Leadership Team and Head of LDA implement agreed service changes to meet IBP.
Ensure that service users are involved and listened to in shaping service delivery.
Ensure the effective deployment of staff, taking account of patient experience, safety and clinical effectiveness, using resources effectively without compromising quality of care.
Demonstrate and promote effective multi-disciplinary and multi-agency team building and working.
Responsible for range of complex activities in the delivery of services and will need to ensure an effective strategy is in place to ensure high quality care e.g. workforce planning, effective use of resources.
Provide direct line management supervision to the clinical staff.
Ensure the purpose, vision and values of the trust are embedded throughout the service.
Ensure delivery of Key Performance Indicators.
Produce timely and accurate contract reports.
Oversee budget and manage resources ensuring efficiency savings are appropriate and properly quality assured.
To provide expert and highly specialist clinical advice to committees/ projects/ working groups of the Trust and multi-agency committees, as required.
To represent the service and Trust in relationships with other agencies and care providers.
To participate in the on call rota.
Work closely and in collaboration with agencies, both statutory and 3rd sector to achieve effective communication, liaison, joint working and cooperation to deliver a high quality service.
Provide Operational Leadership and support the effective performance of the service, highlighting and escalating issues in a timely manner, where necessary, when they arise.
Responsible for the overall day to day operational management and performance of the service.
Registered with the appropriate Health or Social Care body (NMC, HCPC, SWE etc)
Evidence of continued professional development and training in management
Portfolio of relevant post qualification CPD including Autism and/or Learning Disability

Experience of working with autistic adults and/or Learning Disability
Previous experience of team leadership and leading service development
Experience of managing services
Experience of effective multi-disciplinary/agency working and established interpersonal and negotiation skills
Able to communicate effectively at a both a written and oral level across a number of professional and non-professional groups
Knowledge of appropriate clinical legislation in Autism and/or Learning Disability
Evidence of continuing professional development
Be able to demonstrate and promote effective multi-disciplinary and multi-agency team building and working
High level of experience in the fields of Autism and/or Learning Disability
Excellent knowledge of current policy, guidance and legislation relating to autism and/or Learning Disability
Ability to lead the teams to strive for continuous improvement in the quality of patient care
Ability to manage services within local service line budgets
IT skills - email, word, excel, clinical systems
Ability to analyse and interpret data and/or information
