Lead Business Analyst – Police Staff – Counter Terrorism Policing HQ
The starting salary is £65,393, which includes allowances totalling £2,841.

Technology is playing a bigger role than ever in the fight against terrorism – which is why we need your help. As a Lead Business Analyst, you’ll use your analytical abilities to support staff and officers and ensure they get the technology they need.
In this vital role, you’ll work to understand and overcome CT (Counter Terrorism) technological business problems so projects can progress. It means working on behalf of the CT Policing community, developing user requirements, scoping studies, business cases or user research, depending on your skillset.
A subject matter expert and key point of advice, you’ll deal with escalations of technology projects, programmes, governance and issues.
And, as this is a Lead role, you’ll be a mentor for more junior Analysts and responsible for leading complex technical projects with your broad range of skills.
In effect, you’ll be the go-to specialist in your team of Technical Business Analysts, managing incoming technology demands so that Counter Terrorism Policing (CTP) business problems can be understood, developed and overcome. You will work closely with your team providing your expert advice and guidance to ensure artefacts are managed, implemented to a high quality and bring about the greatest value.
You’ll also need experience in a specific area – user research, business case production or delivery. And because you’re tenacious and organised, you’re never fazed by managing multiple projects.

Supporting national CT Policing Community customers in the definition of appropriate user requirements, developing scoping studies, liaising with operational teams, procurement services and lead accountants as required. Understanding the national CT Policing Community’s current and future needs for technology services, ensuring that strategic requirements for new and existing technology products and services are aligned to technology and other CTP HQ strategies.
Supporting the Strategy and Policy lead in ensuring the suite of DDAT sub-strategies remain relevant and reflect the needs of the Network.
Working with CTP HQ, Finance Services, Commercial Services and external agencies to ensure that projects and programmes are suitably commissioned, that they continue to deliver against the needs of the national CT Policing Community and that project deliverables meet user requirements/expectations.
Acting as a technology conduit between the customer and CTP HQ Data To be a key point of advice and escalation with respect to data-related technology projects, programmes, governance & issues.
Developing relationships across the CTP Network, with law enforcement partners, other government departments and agency partners through which you can collaborate and exploit opportunities to meet CTP’s technology needs.
Representing the Data & Analysis Pillar and CTP HQ, at project and programme boards and, where appropriate, representing the customer at corporate and national technology forums.
Advising on the suitability of new and emerging technologies to the national CT Policing Community. To oversee and coordinate the implementation of national technology projects and initiatives therein to provide / communicate updates on the status of requirements / business cases.
Oversee and task a team of full-time employees and contract staff (circa 8 staff) within the Technology Pillar.
Responsibility for the ‘quality’/ review of outputs and any artefacts enforcing standards accordingly. Where applicable, assist police officers and staff with user requirements, scoping studies and business cases.
Ensure key stakeholders such as Finance Services, Commercial Services, Business Change, Information Security, Compliance & Assurance and relevant external agencies have been engaged with when completing business cases.
Provide/ communicate regular updates on the status of technology requirements, initiates and business cases to the Technology Leads.
Provide advice on the suitability of new and emerging technologies within the National CTP Network.
Provide advice and guidance on the use of existing technologies and services for the National CT Policing Community.
Represent Technology Pillar at internal Project Boards, CT Governance Boards and external Boards (e.g. external partner meetings) by which to; Lead Researcher Business Analyst
Advocate inclusive practices and help the BDSD team design and deliver accessible services that work for all users.
Help the organisation to adopt a wide range of analysis and synthesis techniques, and to continually assure, improve and innovate their practices to generate clear and valuable findings.
Lead Business Case Manager
Manage Business Cases and their production throughout the Business Case Lifecycle.
Ensure Business Cases are strategically aligned, have gone through correct governance and are detailed in line with organisational standards.
Help the organisation to adopt and continually assure, improve and innovate the practices to deploy Business Cases and associated documentation.
Lead Delivery Business Analyst
Advocate inclusive practices and help CTP design and deliver accessible services that work for all users.
Experience of agile analysis in project delivery and extensive involvement in multiple facets of the project lifecycle
