Job Description

We have an exciting opportunity for a Head of Finance (Deputy s151 Officer) to join us in Plymouth, with a potential route to Service Director for Finance (s151 Officer), as the current incumbent is set for retirement in March 2025.

In collaboration with the Service Director for Finance (s151 Officer), you will play a key role in advancing our Finance team and implementing fundamental financial strategies. Plymouth, renowned as Britain’s Ocean City, provides a dynamic setting where staff and stakeholders work together harmoniously to provide outstanding services.

As the Head of Finance (Deputy S151 Officer), you will:

  • Deputise for the Strategic Director Finance at senior-level meetings, providing constructive challenge as needed.
  • Lead compliance with financial strategies, policies, and plans to drive continuous improvement.
  • Manage key financial projects to enhance the Council’s financial management services.
  • Lead engagement with the Capital Forum and oversee the production of financial statements and Treasury Management policies.
  • Direct a team of professional accountants to deliver financial services to the highest standards

Responsibilities include:

  • Assisting in the formulation and presentation of the Council's revenue and capital budget.
  • Offering strategic guidance and supervision to the Financial Accounting, Capital, and Treasury Teams.
  • Providing strategic advice on organisational structure and supervising the development of financial systems.
  • Enabling well-informed decision-making by ensuring staff and stakeholders are informed about financial matters.
  • Optimising returns from surplus cash flow investments and ensuring a clear understanding of borrowing needs.

To be eligible for the position, you must be a qualified (CCAB) accountant and have:

  • A wealth of experience in financial management within the public sector.
  • Demonstrated strong leadership and management skills, delivering tangible performance enhancements.
  • Outstanding communication and interpersonal skills, fostering collaborative partnerships. Possessing a strategic outlook, adept at recognising and executing innovative financial management strategies.
