We have a fantastic opportunity for a BEMS Manager to be responsible ensuring the efficient and effective management and maintenance of the STFC site Building Energy Management System (BEMS) along with devising, implementing, and managing the site energy metering strategy including those relating to client departmental equipment. Proactively reviewing the built environment operation and collaborating with the scientific departments to monitor and reduce energy consumption and carbon emissions in-line with STFCs and UKRIs net zero and sustainability strategy. The role holder will have primary accountability and responsibility as asset owner for the site wide BEMS system, ensuring the BEMS remains fully operational and will be the key contact for the Digital Infrastructure Department and other compute departments. Role Responsibilities To act as asset owner, holding full accountability for all assets under your management including supporting the project (capital/revenue) delivery through the design phases by reviewing and approving technical designs specific to your asset ownership and according to the STFC design standards. Managing the operational aspects of the project handover process ensuring the full mobilisation of post-handover maintenance service to maintain warrantees. Maintain an accurate BEMS asset inventory and registry in the CAFM system (Technology Forge), providing data for new assets and retirement of decommissioned/removed assets, lifecycle replacement and enabling PPM scheduling to industry standard SFG20 (lite). Deliver flexible approaches to the upgrade and installation of the sites current Building Energy Management Systems (Schneider) to maximise the longevity of building plant and increase efficiency and safety. This role will be required to look at reviewing and recommissioning systems in facilities that have altered as they complete fit out following handover. Propose, present and execute energy management/reduction proposals for the STFC facilities whilst considering comfort, and operational environmental conditions. Contribute to the design and development of new installations and refurbishments, leading on BMS-related specifications for projects and making recommendations to the Estates Projects teams. This work will involve developing a standard specification for BMS installations

in new builds and refurbishments and will require influencing change in relation to project specifications. The post-holder will therefore be an active and knowledgeable participant in project design teams to ensure successful outcomes relating to the BMS and the energy efficiency of new builds. To plan the longer-term development of the BMS and energy management systems through the creation and publication of a BMS and Energy Management Strategy, working towards the ISO: 50001 Energy Management Standard. The production of technical contract specifications for both project (life cycle replacement) and BEMS contracted services. Establish and agree an annual PPM schedule with relevant internal departmental operational managers to ensure downtime and other operational impacts are minimised. Review outsourced BEMS PPM and reactive task orders within the CAFM system on a frequent basis to determine progress. Undertake BEMS asset replacement where limit design input is required. Ensure that all commissioned work is completed in accordance with national legal requirements, the STFC health and safety policies, legislative requirements and good working practices. Manage service interruptions whether reactive or planned, helping to ensure the impact of the loss of service is minimised, and providing robust communications throughout the process. Maintain full budget accountability for the budgets (capital and revenue) under your control, including budget setting, expenditure profiling and delivering business cases whether additional funding is required. Undertake sample audits of completed works to ensure appropriate quality assurance standards are maintained. Act as the point of contact for Estates Services appointed BEMS contractors arranging building access and issue of permit to work where required. To be an Appointed Authorised Person for the issue of Permit to Work on a range of systems. To fulfil the role of Responsible Person (RP) where required. These duties will be confirmed by letter of appointment aligned to your competency. Where competency-based training is required, this shall be provided to enable the full coverage of the role duties. Undertake the production of health and safety documentation such as management arrangements and procedures (MAPSs), standard operating procedures (SOPs), safe systems of work (SSOWs) and risk assessments (RAs) where requested. Provide a cross-cover function supporting both peers and line managers during periods of absence such as annual leave and sickness absence. Maintain a high level of customer focus and communication, ensuring the customer remains central to the planning and completion of all works, including project work. Ensuring that an efficient and effective flow of information is maintained to customers, through the channels provided by the Estates Services communication plan, including responding to reactive communication requests in a timely fashion. To act as both a tactical and operational communications link between Estates Services and the customers (both internal and external) through attendance of meetings, board and committees as required. Attend appropriate training to support the role and service delivery. Champion the Estates service in a positive manner. Deliver a high level of customer service. This role includes the requirement to be part of an on-call rota covering periods out of normal working hours. Any other reasonable management requests. Estates and Corporate Responsibilities As a member of STFCs Estates Services, proactively support the Estates remit to deliver flexible, customer focused and efficient services that support the delivery of STFCs vision, values and objectives. The Estates Services team needs to be agile and able to adapt to the ever-changing needs of our diverse customer base therefore it is expected that the post holder will demonstrate a flexible and adaptable approach. All members of the Estates team will, from time to time, be expected to lead or participate (appropriate to Band level) in STFC and Estates projects that may be outside their normal remit.
