The ProgramAssurance Manager plays a critical supporting role in ensuring PGMScapital projects deliver value for PGMS and JM. The primary objectiveof this role is to act as the Assurance Authority to confirm to PGMSBoard that projects are suitably prepared and conditioned withtolerable risk for ongoing funding approvals. This role will guide aportfolio of projects per year of medium sized nature and circa. £100m of Capital requests over a 3 year period. The role will work acrossPGMS sites globally and will be expected to coach site staff andSenior Management on project execution practices to JM and Industrystandards.

This role will also support identification ofglobal PGMS and JM improvements to share and incorporate into ongoingproject delivery to speed up JM's growth projects. This secondaryfunction will ensure transformation opportunities are leveragedthroughout the wider organisation and accelerating the capitalengineering learning globally.

Your responsibilities:
  • Recommend to senior management, PGMS board and widerstakeholders that projects, programmes, and portfolios will meet itsbusiness goals, objectives, and requirements, applying risk-basedmethodologies to improve applications, recommend or deny Stage Gateapprovals.
  • Liaise with global functional leaders inEngineering, Procurement, HSE, Project Management, Construction,Technology Experts and Site Management to ensure standardisedapproaches and best practice is being coached and used across the PGMSsites globally.
  • Keep accurate records of Stage Gate reviews,make recommendations, and track close-out of those recommendations toapprove Stage Gate applications. Provide justification to the seniormanagement for why the project is suitable for funding applications,or rejected to include support for the areas that the site teams mayneed additional coaching.
  • Utilise and improve both globaland PGMS governance and assurance to enable success of the requestedprojects at each of the sites, and the sites portfolios are suitablyidentified, developed.
  • Work with site project teams so thatproject assurance process is a systematic way to ensure that allstakeholders are aligned to achieve PGMS capital goals. Identifyingthe scope and timing of reviews that are appropriate to project size,complexity, risk profile and business priorities. Coach site capitalteams and site leadership in the effective implementation of assurancefor their projects, including project self-verification, functionalreviews and connecting the sites with wider communities of practiceacross JM.
  • Ensure that lessons learned in project assurancereviews are captured and fed in to PGMS Capital Engineering Team,working across PGMS and JM to ensure continued improvement anddevelopment of the project lifecycle and delivery process.
  • Share best practices and lessons learned with PGMS CapitalEngineering and Site Capital teams.
  • Conduct the Stage Gateprocess and support reviews with functional experts, site and projectteams, review projects to ensure that they are ready for Stage Gate.That documentation and conditions are in place for project success,with identified outcomes.
  • Support the control of projectsinto PGMS business evergreen portfolio, by analysing project requestsagainst PGMS business targets and strategies.
  • Carry outdeep-dive reviews for specific projects, identify deficiencies, workwith sites project teams and wider JM organisation to resolve in aproactive manner for successful progress of the project.
  • Develop capability and competence strategy across PGMS sites.

Requirements for the role:
  • Extensive experience working in a project deliveryenvironment in a hazardous or regulated industry and be a CharteredEngineer or Chartered Project Manager with extensive multi-functionalexperience.
  • Candidates must have demonstrated experienceworking across the whole lifecycle of projects from project initiationto mechanical completion and plant start up. Typical project values of£1-10 m of multi discipline engineering projects.
  • Have indepth knowledge/experience of project methodologies and deliveryapproaches in a formal stage gate process and influencing JM seniormanagement and functional heads.
  • Expert understanding ofproject execution planning, principles and governance along withindustry practice of working with engineering, and subcontractorcompanies.
  • Have experience and understand of procurement andcontracting strategies and processes, both from an internal andexternal prospective to recommend and support development of PGMScontracts for approval at the global contract assurance board.
  • Have experience with multi-discipline engineering, hazardstudies, and their deliverables, and outcomes. This includes, safety,product and/or quality and the impact of the finished solution orservice on the engineering, safety, social, physical, and economicenvironment.
  • Have experience working within an engineeringenvironment, with a good understanding of engineering principles.
