JOB PURPOSE:
To procureconstruction related contracts for the Sutton Housing Partnership in away that complies with all relevant legislation, meets the statedoperational business need and provides demonstrable value for money.
To keep abreast of current and future business requirementsin the department, so as to plan and prioritise procurement activityin any given area and to procure new contracts that meet businessneeds.
DESCRIPTION OF DUTIES:
To ensure all procurementactivity contracts are documented and details are recorded in thecontracts register.
To administer and assist in creating,implementing and maintaining the Contract register. To run reports anddisseminate information from the system for managers and our Partnersas required.
To assist in highlighting to relevant managers andstaff those contracts which are due for renewal or retendering in atimely manner.
To advise and assist managers in the renewal andrenegotiation of contracts across the business, assisting with theSutton Housing Partnership’s Procurement Strategy when required. • Toproduce Briefs and Specifications of work (using consultants wherenecessary) on work streams identified for tendering from the plannedprogramme.
To administer tenders (including OJEU tenders) inaccordance with the Sutton Housing Partnership’s procedures andlegislation. To keep accurate records and audit trails of all tendercorrespondence. To maintain a register and status report of currenttenders and a list of procurement savings.
To provide generalassistance and feed into all major procurement across the business atall levels including Executive.
To ensure maximum efficiencies inprocurement, liaising with other departments and organisations whereappropriate in accordance with Sutton Housing Partnership policies andprocedures.
To carry out financial viability and other checks onexisting and proposed suppliers/contractors.
To keep abreast ofchanges in procurement legislation and to notify other members of theDirectorate of the impact.
To carry out any other relevant dutiesconsistent with the above as requested by the Head of Service.
Towork with the Operational Procurement lead to develop theDirectorate’s Procurement Strategy and deliver the annual work planderiving from the procurement strategy.
To recommend andimplement new methods of procurement. • To assist in the introductionof efficiencies for the procurement processes including instigating anew e-procurement system.
To assist in delivery of efficienciesin accordance with our Procurement and VFM strategies. To maximise useof Procurement for Housing and other consortia and frameworks
Skills; Experience and Attitude Essential:
Liaising withinternal and external partners, suppliers, consultants and otherservice providers in a clear manner
Proven experienceadministering e-procurement, tenders, invoices.
Ability toprioritise and meet deadlines
Good knowledge of MicrosoftOffice
An understanding of the issues facing local authoritiesand detailed current knowledge of the UK and EU statutory andregulatory frameworks relating to Social Housing Services.
Knowledge of Investment, Repairs and Maintenance Strategies, Qualityand Performance Standards, Specifications, Procedures and MonitoringFormats, Options and Models.
Ability to ensure Value for Money(VFM) and that the organisation will maximise the impact from itsresources on Stock Investment and Asset Management.
Ability tocommunicate effectively with colleagues and external partners.
Ability to use a range of PC and mainframe IT applications as relevantto the work of the team.
