The Public Safety Groups role is to keep the public safe by cutting crime, disrupting the highest harm criminals, protecting the vulnerable and ensuring that our police, fire and rescue services are as efficient and effective as they can be in delivering front line public services. We work with our partners in other government departments, local government and the voluntary sector to develop and implement policy, provide funding, and deliver legislation.

This post will support the delivery of the Emergency Services Mobile Communications Programme (ESMCP). The programme is one of the biggest and most critical projects within the entire Government Major Projects Portfolio (GMPP). It is entering a delivery phase in 2025, which will result in the rollout of a modern, secure, and reliable mission-critical communications platform for over 300k emergency services users by 2030.

The Requirements and Acceptance Team has responsibility to act as a single source of truth around requirements, providing end-to-end traceability. The team supports demonstration to User Organisations how and where their requirements are being delivered and maintains traceability evidence that suppliers have delivered their procured scope.

Primarily reporting to the Requirements Lead and the Head of Requirements and Acceptance, the post holder will support the essential work of the Requirements and Acceptance team. Assisting with build of the Requirements Management System, the analysis and conversion of the programmes data for use in the RM system. With a focus on designing and producing regular and bespoke reports from the system and ongoing data maintenance.

The role will aid the development of assurance processes, ensuring requirements traceability is captured at all stages from programme to project to supplier contracts.

The post holder will work with colleagues across the programme to manage requirements throughout their lifecycle to ensure that the programme has delivered on its commitments to users and to help build user confidence.

It is required that all people working on ESMCP perform their roles according to the overarching principles and ways of working with suppliers and customers, and in line with the collaborative behaviours framework.


Responsibilities:

  • Assist the Requirements Lead in achieving programme objectives.
  • Support the monitoring of the User requirements working with end users and delivery teams including change management.
  • Manage and update the requirements management database.
  • Help design and run data queries through the Requirements Management system.
  • Identify and resolve data integrity issues.
  • Upload supplier inputs & perform quality checks before and after upload including data quality spot checks and upload validations.
  • Support the design and development of regular reports for workstream and stakeholders.
  • Support the Acceptance processes and Acceptance Lead when necessary.


Skills & Experience:


You will have the following skills or proven experience:

  • Experience of requirements management and configuring and using requirements database tools
  • Excellent understanding of MS Excel (Intermediate to advanced) and Data Analytics
  • Experience of designing and developing reports and detailed data analysis investigations
  • Ability to learn complicated software quickly including bespoke systems
  • Experience of continuous improvement and data led decision making
  • Able to work as part of a high-performing team, ensuring quality output of own work
  • Able to work with diversified teams and to communicate within project at all levels and externally with suppliers and users in a non-technical manner
  • A positive and proactive attitude with the ability to recommend and improve processes
  • Organised, with attention to detail to maintain an organised information environment
  • Excellent time management skills to enable working across multiple projects and business areas as part of a successful team
  • Adaptable and flexible in responding to changing priorities
