Senior Information Governance Lead


About the Role


As the Information Governance Manager, you will lead efforts to ensure NHS England’s compliance with crucial data protection laws such as the UK GDPR and Data Protection Act 2018. You will set IG standards, provide privacy by design support, and oversee the secure handling of personal and patient data. Collaborating with key teams, you will mitigate risks, promote public trust, and drive innovation through effective data governance. Your expertise will be vital in shaping NHS England’s approach to information security and ethical data use.


Role Scope:


  • Length of Contract: This is a fixed-term contract position with a duration of 6 months.
  • Remote Work Model: This role is primarily remote, offering you the flexibility to work from anywhere while effectively balancing your professional and personal commitments. There will be occasional requirements to attend training or update sessions in London (Waterloo) approximately once or twice per month.
  • Full-Time Engagement: This is a full-time role with a commitment of 37.5 hours per week.

Key Responsibilities:


  • Setting organisational IG standards and providing training and guidance to NHS England staff.
  • Offering privacy by design advice to ensure the safe, lawful, and transparent handling of personal and patient data.
  • Providing oversight and assurance of information governance compliance across NHS England and its data-sharing partners.
  • Hosting services for the NHS England Advisory Group on Data and the National Data Guardian Office.
  • Collaborating with the Cyber Operations Sub-Directorate and the Caldicott Guardian team to ensure comprehensive information security and patient data protection.


Essential Knowledge and Skills:


  • Extensive knowledge of data protection laws, including the UK GDPR, DPA 2018, and the Human Rights Act 1998.
  • Understanding of the common law duty of confidentiality and NHS statutory functions.
  • Proficiency in records management, FOIA, and EIR.
  • Practical application of IG requirements, including advising on data use, managing statutory data requests, and supporting records management.
  • Deep understanding of IG roles and responsibilities, including those of the Caldicott Guardian, SIRO, DPO, and CISO.
  • Technical expertise in IT, information security, data analysis, and risk management.
  • Ability to achieve IG assurance and understand ethical issues in data use.


Desirable Knowledge and Skills:


  • Understanding ethical issues in health data use and the health and social care system in England.
  • Awareness of NHS health data use issues and their impact on stakeholders.


Essential Experience:


  • Significant experience in an information governance, privacy, or data protection role.
  • Proven ability to work in a high-performance, fast-paced environment.
  • Expertise in drafting IG documents and providing practical advice on IG matters.
  • Strong communication skills to raise awareness of IG issues.
  • Experience in project management, team collaboration, and mentoring staff.
  • Capability to manage urgent responses, such as personal data breaches.
  • Experience in stakeholder management and developing IG strategies.


Qualifications:


  • Graduate-Level Qualification: A degree in a relevant field or equivalent professional experience.
  • Post-Graduate Qualification: Advanced degree in a related discipline.
  • Information Governance Certification: Accredited qualification in information governance, such as BCS, ISEB, PDP, or IAPP.
  • Professional Certifications: Accredited qualifications in project management, technology, security, communications, or leadership.
