Job Title: Surveyor - Disrepair
Service Area: Housing Property Services
Directorate: Inclusive Economy & Housing
Rate: £350-£400 per day
Location: Office/Onsite
Overall Purpose of Job:
Manage projects from works identification to completion, ensuring effective outcomes that meet social housing objectives. The role requires a degree-level qualification in building or a relevant construction-based professional qualification and/or extensive experience in Disrepair works within social housing.
Job Context:
- Reports to the Disrepair & Special Projects Manager
- Budget monitoring responsibility for projects up to £1 million annually
- May require evening, weekend, and occasional public holiday work to meet service requirements and engage with residents and stakeholders
Key Tasks and Accountabilities:
- Deputize for the Disrepair & Special Projects Manager when required.
- Monitor and review the quality and efficiency of services across Housing Property Services, implementing improvements in line with strategic objectives.
- Provide technical support for disrepair, insurance claims, and customer care.
- Develop collaborative working with contractors and partners, ensuring all projects meet objectives and contractual terms.
- Ensure Health & Safety inspections are conducted and necessary works are carried out.
- Manage disrepair and legal casework, liaising with legal representatives and other departments.
- Chair project team meetings, monitor project progress, and respond to resident and stakeholder inquiries.
- Ensure all works comply with contract specifications, procedures, and Health & Safety regulations.
- Prepare and manage contract documentation for tenders and appoint contractors.
- Procure and manage consultancy services for specific projects.
- Oversee project progress, ensuring delivery on time, within budget, and to quality standards.
- Analyze performance and financial data on projects and manage contractor and consultant performance.
- Ensure compliance with planning, building control, and legal obligations.
- Ensure compliance with leasehold and commonhold regulations for cost recovery from leaseholders.
- Represent the organization in meetings and report on capital program issues.
- Ensure compliance with CDM regulations and contractor competency in Health & Safety.
- Liaise with tenants, organizations, and stakeholders throughout project stages.
- Ensure properties are inspected, specified, tendered, and managed according to policies and best practices.
- Investigate complaints and contractual disputes, providing reports and responses to inquiries.
- Meet and report performance indicators as required.
- Prepare reports and attend meetings, including outside normal working hours.
- Perform other duties as required to maintain service delivery.
Person Specification:
Knowledge:
- High level of numeracy and verbal skills
- Knowledge of Building Regulations, Health & Safety, disrepair legislation, HHSRS legislation, and CDM regulations
Qualifications:
- Degree, HND, or HNC in building technology, construction, repairs, estimating, or contractual matters
Experience:
- Building inspection, report preparation, and supervision of building works
- Handling disrepair matters and running contracts/projects
- Managing staff
Skills and Abilities:
- Good IT skills
- Ability to prepare contract documentation and reports
- Ability to access difficult places, climb ladders, and scaffolding
- Ability to meet targets and manage budgets effectively
- Excellent communication skills with a variety of service users
