About Digital Devices (DD)

Digital Devices Ltd (DD) is a well-established IT solutions provider specialising in supplying hardware, software, and IT services to public sector organisations, including the NHS, local authorities, and educational institutions. As an approved supplier on multiple public sector frameworks, we are seeking an experienced Public Sector Framework & Sales Manager to lead our framework engagement, bid management, and sales growth strategy.

Role Overview

The Public Sector Framework & Sales Manager will be responsible for managing NHS and government procurement frameworks, ensuring compliance, bid success, and sales growth. The ideal candidate will have strong bid and tender management expertise, combined with sales and account management experience, to develop long-term relationships with public sector buyers and maximise opportunities.

Key Responsibilities

Framework & Contract Management

  • Oversee the end-to-end management of public sector frameworks, ensuring compliance with procurement regulations and contractual obligations.
  • Maintain and update framework documentation, reporting requirements, and compliance policies.

Bid & Tender Management

  • Lead and manage the full tender process, from pre-qualification questionnaires (PQQs) to final bid submission.
  • Develop winning bid strategies to maximise success rates within public sector frameworks, particularly within NHS and government procurement.
  • Review and tailor tender responses based on scoring criteria and best practices.
  • Monitor bid feedback and improve future submissions based on scoring trends.

Sales & Account Management

  • Build and maintain relationships with NHS, Education, local authority, and public sector buyers to expand DD's presence.
  • Identify and develop sales opportunities within existing frameworks to drive revenue growth.
  • Work collaboratively with the sales team to generate leads and convert tender wins into long-term contracts.
  • Negotiate pricing and contract terms to maximise commercial success.

Market Research & Competitive Analysis

  • Conduct market intelligence research to stay ahead of public sector procurement trends.
  • Benchmark DD's framework performance against competitors and implement improvements.
  • Identify new opportunities and potential expansion areas within NHS and government frameworks.

Key Skills & Experience Required

Public Sector & NHS Procurement Expertise – Minimum 3+ years' experience managing public sector tenders, preferably within healthcare IT or government frameworks.

Bid Management & Tender Success – Proven track record of winning public sector contracts, with expertise in PQQs, ITTs, and bid submission.

Sales & Account Management Experience – Strong background in IT sales, with the ability to develop buyer relationships and drive sales performance.

Strategic Thinking & Business Development – Ability to identify new framework opportunities and maximise existing contracts.

Strong Communication & Negotiation Skills – Ability to engage with procurement teams, negotiate contracts, and lead presentations.

Excellent Organisational & Analytical Skills – Highly organised with strong attention to detail and ability to work to deadlines.

Familiarity with IT Solutions & Products – Understanding of IT hardware, software, and services in a public sector procurement context.
