TheFinancial Analytics Control and Technology(FACT) team is a friendly and collaborative teamthat sits within HM Treasury’s Public Spending Group and pridesitself in developing professional expertise and workingcollaboratively with its wide range of partners. It providesfinancial reporting analytics, data management, training, businessanalysis and service improvement services to wider government. Toenable these services the team manages and supports the OnlineSystem for Central Accounting and Reporting(OSCAR).

OSCAR is an IBM Cognos based,cross-government system which contains a detailed, multi-yearanalysis of departmental spending and from which the Whole ofGovernments Accounts (WGA), Supply Estimates and other key outputsare produced. OSCAR’s main objectives areto:

  • Be the single source for reliable,real time financial information forgovernment.
  • Increase our analytics and insightcapability to support decision making.
  • Enablethe modernisation and standardisation of financial accounting andreporting.
  • Reduce the time taken to producestatutory publications.
  • Be capable of futuredevelopment and expansion (e.g., to newdatasets).

FACT comprises around 12members of staff and provides exposure to colleagues across thebreadth of the government finance function. The team fully supportslearning, development andgrowth.


Aboutthe Job

We are recruiting for aSenior IT Service Manager to support the OSCAR (Online System forCentral Accounting and Reporting) service, used by thousands ofusers across central and local government. The Service Managementand Engagement branch is responsible for the live service operationof OSCAR. Working closely with our suppliers and customers, youwill coordinate supplier performance, contribute to the continuedservice improvement and provide mentorship where necessary.Experience of working with a large financial database service isnot essential to be successful, but would be advantageous.

This role is responsible for leading andhandling the delivery of the key OSCAR suppliers in themulti-supplier SIAM (Service Integration and Management) structure.This branch is responsible for providing IT service managementoversight of all OSCAR services (both in-house and outsourced) andbeing a great partner between the FACT team and its internal andexternal partners.

KeyResponsibilities:

  • Maintain the OSCARService Catalogue and associated Service Level and Operating LevelAgreements.
  • Lead the end-to-end servicesprovided to OSCAR data providers and data consumers, including theprovision of appropriate service level reporting and servicecontrols as the internal SIAM structure.
  • Managethe change control process for the services, collaborating closelywith change requestors, Process Owners, other FACT team members,the suppliers and other relevant partners asrequired.
  • Prioritise technology and businessinspired changes as required by either the suppliers (technology)or users (business) need, to ensure supplier delivery pipelines arealigned. Work closely with Service Improvement branch to acceptsignificant change activity into liveservice.
  • Ensure the service offer thoroughlyconsiders customers’ needs. Act as a role model for service qualityand build regular opportunities for staff and customers tocontribute to service improvement.
  • Plan,prepare and deliver OSCAR-related training, guidance materials andend-user communications e.g. User Guides, FAQs, bulletins, etc.Design and maintain appropriate “landing pages” for the services aspart of the communications strategy, including within the OSCARapplication, HMT Intranet, OneFinance (Government Finance Functionwebsite) and on GOV.UK.
  • Act as Major IncidentManager where necessary ensuring all partners work collaborativelyto restore service.
  • Work with the People andCapability team and other collaborators to incorporate OSCARtraining into appropriate Government Finance Function and othertraining materials. Maintain oversight of service levels andqueries received to settle need for targeted training whererequired.
