Smart Metering sits as a key enabler of a net-zero energy system and there has never been a more important time for ensuring that smart meters and the supporting Smart Energy Code (SEC) arrangements are fit for the future. The parties to the SEC are at the forefront of developments that will allow energy consumers to make better use of their energy and reduce their energy bills, whilst ensuring more efficient use of the energy system and assets. At the heart of decarbonising the UK economy, the energy sector is an exciting place to be SECCo is arguably one of the most important bodies in ensuring we achieve the UK’s low-carbon goals.
The SECCo Board is working to increase the executive capacity of SECCo, introducing new roles to work alongside the existing SEC code administrator and together provide a better service to SEC Parties.
The main purpose of this role is to facilitate the transition to 4G Comms Hubs by being Chair of the SEC Communications Transition Group (CTG) Sub-Committee. As well as being a highly effective Chair, the role requires a good deal of smart metering technical expertise. The purpose of the CTG is to facilitate the transition while maintaining continuity of smart services to consumers, with minimal impact. As CTG Chair, the Industry Operations Manager will work closely with the SECCo senior leadership team (as well as Parties) to shape and implement SEC’s Code Governance Transformation Programme. This Programme seeks to make SEC governance sufficiently streamlined, effective and robust to future-proof the SEC arrangements for enduring governance and SECCo becoming credible as a potential licensed Code Manager.
The Industry Operations Manager will also provide support to the Head of Industry Operations, picking up and independently driving resolutions for key operational issues raised in the Operations Steering Group (OPSG). During the course of 2025, the role will focus increasingly on OPSG issues and progressively less on CTG as the 4G Comms Hub roll-out moves into BaU.

Reports to: Head of Industry Operations
In this role you will be expected to:
· Chair the CTG Sub-Committee, reporting to the SEC Panel
· Work closely with SECAS to foster communication and cooperation between the DCC, Users and other stakeholders with respect to the transition to 4G Comms Hubs
· Be an influential voice on issues relating to the industry move to 4G Comms Hubs, acting as the Sub-Committee's subject matter expert (SME) with SEC Parties and other stakeholders
· Participate in the SEC’s Code Governance Transformation Programme, being responsible for implementing the necessary changes with respect to CTG and supporting the Head of Industry Operations in their implementation of changes to OPSG.
· Act as the alternate Chair for the OPSG when the Head of Industry Operations is unavailable
· Provide general support to the Head of Industry Operations with specific issues as well as developing and publicising relevant external comms
· Liaise with SECCo senior leadership team, Sub-Committee Chairs, other Parties, DCC staff and service providers as required
The successful candidate will have:
· A proven track record demonstrating delivery of successful outcomes in a challenging and complex, multi-stakeholder environment
· Experience of chairing meetings and workshops, interacting in a collaborative but persuasive manner with senior industry stakeholders
· Excellent oral and written communication skills
· A comprehensive understanding of the GB Smart Metering arrangements including technical understanding of the end-to-end solution
· In-depth knowledge of the obligations and requirements of the Smart Energy Code and associated regulatory framework
· Previous operational experience working in the GB Energy Industry for at least 5 years (essential)
· Extensive project-based experience, delivering to time, scope and quality.
