About the Team


TheState-Owned Banking Assets unit is responsible for policy relatingto financial sector assets taken on as a result of the 2007-2009financial crisis, including the Treasury’s shareholding in NatWestGroup and ongoing interest in UK Asset Resolution, a governmentowned company handling the government’s exposures to the legacyliabilities of Northern Rock and Bradford & Bingley. The unitworks closely with UK Government Investments (UKGI) as it developsand advises Ministers on policy to exit these multi-billion poundinterventions in the financialsector.

 

Aboutthe Job


Theprimary focus of the role will be to support policy for thegovernment’s shareholding in NatWest. The government recapitalisedthe bank, acquiring an 84% shareholding, as part of a number ofinterventions made as a result of the global financial crisis torestore economic and financial stability to the UK economy. Withthat objective long achieved, the policy objective is to fullyreturn the bank to the private ownership through sales of thegovernment’s shareholding. Significant progress has been madeagainst this objective in recent years, with the shareholding nowreduced to below 18%. The government intends to fully exit thisshareholding by 2025/26, subject to market conditions and achievingvalue for money. You will be supporting delivery of this objective,with sales of the shareholding raising billions of pounds inrevenue to support the delivery of wider publicservices.

In addition to the work on the NatWestshareholding you may also support the work of the team indelivering a managed wind down of the UK Asset Resolution (UKAR)intervention. This involves assessing the best way to resolve anumber of complex liabilities, including policy to defund andtransfer the company’s pension schemes to centralgovernment.


KeyAccountabilities for this roleinclude:


  1. Salesstrategy – working with UKGI to assess the viability andfeasibility of options for selling down the government’sshareholding.
  2. Sale preparation and execution –co-ordinating and managing the process of preparing andimplementing sale options.
  3. Shareholdingmanagement – advising ministers on issues relating to themanagement of the shareholding and issues relating to theintervention in the bank.
  4. Building andmaintaining positive relationships with colleagues across the CivilService and public sector, and with external advisers and otherorganisations from the privatesector.
  5. Providing clear advice and briefings tothe Treasury Accounting Officer and ministers and handlingministerial and other correspondence on issues relating to theNatWest shareholding.
  6. Preparing for fiscalevents, working with colleagues across the Treasury and at theOffice for Budget Responsibility (OBR) to produce forecasts forsales of the government’s financialassets.
