About the Team
The Housing, Planning and Cities team shapes policy and manages spending for the Ministry for Housing, Communities and Local Government (MHCLG). This means we are responsible for over £10 billion of public spending each year and work on an exciting range of government priorities including local economic growth, housing supply and planning and homelessness reduction.
We are a warm and inclusive team of over twenty people and have a good record of delivering for our staff, borne out by staff survey results. About the Job
Accountabilities:
- Leading on the future funding of the £3.5 billion UK Shared Prosperity Fund and existing funds: As the flagship UK Shared Prosperity Fund – which replaces EU structural funding – ends in 25/26, the post-holder will be responsible for leading collaboration with the Ministry for Housing, Communities and Local Government and other departments on the design and funding options for whether and how to continue this and existing funding in future years. The post-holder will navigate complex interrelated issues, from creative policy development, to managing conflicting objectives and establishing ways forward, through to spending control. There will be the opportunity to delve into spending issues, and develop strong communication and influencing skills in ensuring maximum value for money.
- Driving strategic work on the future local growth landscape: In the run up to the next comprehensive Spending Review, the post-holder will have to balance evidence and a wide range of stakeholder asks to form a strategic view on what the future of the local growth funding landscape should look like. The post-holder will have the space to work collaboratively – and creatively – with the Ministry for Housing, Communities and Local Government and teams across HM Treasury to advise Ministers on the direction of future local growth funding.
- Leading HM Treasury’s response to place-based priority projects: Place-based policy can interact with other national objectives, like net zero. You will work closely with other spending teams and their departments on specific high-priority place-based projects, which could involve working at pace to respond to senior and Ministerial input to drive value for money. This could involve anything from supporting the UK’s defence and nuclear strategy by improving long-term investment in Barrow-in-Furness, to working with the Ministry for Housing, Communities and Local Government on bespoke, high-impact projects in specific towns. You will have a real impact on places across the UK, and will have the opportunity to join site visits to see first-hand the impact of place-based funding.
- Provide Ministers with high quality advice and briefing: This can be a busy branch, especially at fiscal events. You will develop and analyse policy and spending options, drawing together spending and financial issues, economic policy and local governance options, to work at pace and advise HMT Ministers on a wide range of issues affecting local area. This could also include leading the department’s regional brief, engaging SPADs and press office to bring together a department-wide product and ministers.
- Contributing to branch leadership: Alongside your day-to-day responsibilities, you will be expected to contribute to a positive culture in the team that enables everyone to develop to their full potential and deliver to a high standard.
About You
The post-holder will join at an exciting time in the team, leading a strategic view on what the future of local growth funding should like for the government’s Spending Review, and playing a key role in supporting the Chief Secretary and Chancellor in negotiating the final spending settlement for the Ministry for Housing, Communities and Local Government.
The role will offer the successful candidate the opportunity to work on a high-profile domestic priority, with keen interest from the Chancellor, Deputy Prime Minister and other Ministers across Government, and to have a genuine impact on lives across the country. It would suit someone who is flexible and creative. You will have the opportunity to take on different work with a wide range of partners to forge strategy for future local growth funding, while advising on future measures to spread growth everywhere.
