Procurement Manager - SMA for WTG required for a major offshore wind developer based in England.

Responsibilities

  1. Work within the procurement function for the project as a member of the Procurement Team, reporting to the Senior Procurement Manager.
  2. Responsible for providing a comprehensive procurement service to deliver the SMA for the Wind Turbine Generators (WTGs).
  3. Managing the negotiation of the SMA contract for the WTG package in consultation with the wider project team and shareholder's category teams in accordance with best-value and approved procedures.
  4. Developing the SMA information issued as part of the CfT to ensure a fully developed and ready to be awarded SMA.
  5. Leading the evaluation of the commercial element of bids and coordinating inputs from the wider evaluation team (technical, legal, HSE) to inform down selection and appointment of the Preferred Bidder.
  6. Leading the negotiation of the commercial terms with the bidders and preferred suppliers to the point of FID and Contract Award.
  7. Delivering the SMA in accordance with the project program to support participation in the CfD auction and internal approval processes.
  8. Working closely with the internal team negotiating the Turbine Supply Agreement (TSA) to ensure the interfaces and commercial risks are appropriately captured between the SMA or TSA contract.
  9. Writing Downslection, Preferred Bidder, and Contract Award Recommendations which will seek approval from the Project Director / Shareholders and the Project Board to award contracts.

Requirements

  1. Knowledge of and a proven track record in managing procurement activities from identification of requirements through to contract award, with knowledge and experience in the offshore wind market and specific experience of negotiating and/or managing a SMA. This could be working for a developer or a WTG Original Equipment Manufacturer.
  2. Ability to build effective relationships and be a team player at all levels both within the project and with suppliers.
  3. Proven ability to communicate at all levels both written and verbally.
  4. A strong results focus supported by relevant commercial skills and knowledge required to deliver value to the project, specifically to evaluate tender responses and to be able to identify the interfaces between the SMA and TSA.
  5. A proven ability to lead and conduct successful commercial negotiations with WTG OEMs in the arena of SMAs.
  6. Knowledge of relevant procurement processes and procedures.
  7. Ability to work under pressure to tight timescales.
  8. Attention to Detail.
  9. Commercial Acumen including the evaluation of Tender submissions.
  10. Negotiation and closing contracts.
