To meet the aspirations of the Health Innovation Network and achieve the strategic ambitions and business plan, the Network Central team is moving to its next stage of maturity. We require an agile, collaborative and experienced Chief Operating Officer to lead the team and support a "one Network" approach.

The Chief Operating Officer will be accountable for execution of the Network Business Plan and budget, supporting the Network Executive Chair to act as the strategic point of contact for the Health Innovation Network at a national level, displaying and role modelling effective team leadership and organisation development capabilities to enable a high performing team to deliver the Network Operating Model, maximising Network collaboration and impact. Developing a positive and productive workplace culture for a geographically dispersed team and ensuring the wellbeing and development of its people.

Main duties of the job

Executive accountable for the delivery of the Network Business Plan and for the standard and quality of all portfolio areas, overseeing a Senior Leadership Team to deliver:

  1. Performance improvement of national programme delivery
  2. Strategic communications and engagement
  3. Business development on behalf of the Network
  4. Business planning and governance support for Network infrastructure

Manage and build key relationships with diverse and senior stakeholders, at local, regional and national level, to further the strategic aims of the Network, and act as the strategic point of contact for potential partners seeking to engage with the Network at a national level.

Build and nurture effective relationships with Local health innovation networks, providing necessary guidance and support to enable local delivery of the Network Business Plan objectives and oversee Network operations.

Negotiate the annual funding agreement for the Network Central Team with the 15 local health innovation networks through the Network Executive and agree annual budgets for functions across the Network Central Team.

Leadership and delivery

Be the executive accountable for the delivery of the Network Business Plan and for the standard and quality of all portfolio areas, overseeing a Senior Leadership Team to deliver:

  1. Performance improvement of national programme delivery

  3. Business development on behalf of the Network
  4. Business planning and governance support for Network infrastructure

Oversee the work of Directors, setting and maintaining standards related to planning and execution of business objectives, with accountability for reporting on business plan activities, risks, issues, plans, change and deliverables to the Network Executive and Network Committee.

Manage key relationships with diverse and senior stakeholders, at local, regional and national level, to further the strategic aims of the Network, and act as the strategic point of contact for potential partners seeking to engage with the Network at a national level.

Operational effectiveness

Be accountable for the operational management of the Network Central Team, managing, supporting and developing organisational arrangements to ensure the delivery of high-quality outcomes that give confidence to Chief Officers, commissioners, and wider stakeholders on operational performance and achievement of the Network Business Plan.

Oversee delivery of the Network Business Plan to time, budget and scope.

Oversee the implementation and continuous development of the Network Operating Model to ensure the Network has the core capabilities, and optimal connectivity between these capabilities, to be an effective and efficient Network Central Team.

Network operations and governance

Build and nurture effective relationships with Local health innovation networks, providing necessary guidance and support to enable local delivery of the Network Business Plan objectives.

Oversee Network operations, annual business planning activities, and the Network Governance Framework to facilitate collective decision-making and oversight.

Organisation development and culture

Working with the Network Executive Chair and Vice-Chair, ensure the Central Network Team has the right competency, capacity and experience to deliver the Network operating model and governance framework, to achieve the ambitions set out in the annual business plan, and maximise Network impact and reputation.

Foster a high performing team culture that supports individuals to do their best work, model Network values, and engage with colleagues in local health innovation networks to succeed together.

Actively manage and support the development of Network Coordination Team members through appraisal, personal development planning, coaching and mentoring.

Negotiate the annual funding agreement for the Network Central Team with the 15 local health innovation networks through the Network Executive.

Agree annual budgets for functions across the Network Central Team.

Be responsible for managing and monitoring budget for specific functions, liaising with the Kent Surrey and Sussex Health Innovation Network Finance.

Person SpecificationQualifications
  • Masters level qualification or specialist relevant experience in the field
Knowledge
  • Deep knowledge of NHS and Government policies and how they relate to health innovation.
  • Deep and extensive knowledge of innovation landscapes to support best in class ambitions.
  • Deep knowledge of programme and project management methodologies and best practice, and their application within health and care innovation landscape.
Experience and Understanding
  • Experience working at Board/senior management level in a complex environment; bringing about significant change in line with agreed strategic and operational objectives and influencing direction.
  • Demonstrable experience and understanding of working within a complex and changing landscape, working across organisational boundaries.
  • Proven successful track record of leading and delivering high level projects across service areas, departments or specific cohorts with evidenced impact.
Skills and Abilities
  • Excellent communication skills; orally and in writing; attaining credibility at Board level and with all staff.
  • Excellent interpersonal skills to build and maintain strong relationships with peers, staff, stakeholders and Network members in a complex landscape.
  • Able to manage complex interpersonal relationships to achieve consensus where there are dissenting views about a proposed course of action.
  • Possess excellent strategic analytical, strategy development skills and strong data evaluation skills.
