About the Team

The Financial Analytics Control and Technology (FACT) team is a friendly and collaborative team that sits within HM Treasury’s Public Spending Group and prides itself in developing professional expertise and working collaboratively with its wide range of partners. It provides financial reporting analytics, data management, training, business analysis and service improvement services to wider government. To enable these services the team manages and supports the Online System for Central Accounting and Reporting (OSCAR).

OSCAR is an IBM Cognos based, cross-government system which contains a detailed, multi-year analysis of departmental spending and from which the Whole of Governments Accounts (WGA), Supply Estimates and other key outputs are produced. OSCAR’s main objectives are to:

Be the single source for reliable, real time financial information for government. Increase our analytics and insight capability to support decision making. Enable the modernisation and standardisation of financial accounting and reporting. Reduce the time taken to produce statutory publications. Be capable of future development and expansion (e.g., to new datasets). FACT comprises around 12 members of staff and provides exposure to colleagues across the breadth of the government finance function. The team fully supports learning, development and growth. About the Job

We are recruiting for a Senior IT Service Manager to support the OSCAR (Online System for Central Accounting and Reporting) service, used by thousands of users across central and local government. The Service Management and Engagement branch is responsible for the live service operation of OSCAR. Working closely with our suppliers and customers, you will coordinate supplier performance, contribute to the continued service improvement and provide mentorship where necessary. Experience of working with a large financial database service is not essential to be successful, but would be advantageous.

This role is responsible for leading and handling the delivery of the key OSCAR suppliers in the multi-supplier SIAM (Service Integration and Management) structure. This branch is responsible for providing IT service management oversight of all OSCAR services (both in-house and outsourced) and being a great partner between the FACT team and its internal and external partners.

Key Responsibilities:

  • Maintain the OSCAR Service Catalogue and associated Service Level and Operating Level Agreements.
  • Lead the end-to-end services provided to OSCAR data providers and data consumers, including the provision of appropriate service level reporting and service controls as the internal SIAM structure.
  • Manage the change control process for the services, collaborating closely with change requestors, Process Owners, other FACT team members, the suppliers and other relevant partners as required.
  • Prioritise technology and business inspired changes as required by either the suppliers (technology) or users (business) need, to ensure supplier delivery pipelines are aligned. Work closely with Service Improvement branch to accept significant change activity into live service. Ensure the service offer thoroughly considers customers’ needs.
  • Act as a role model for service quality and build regular opportunities for staff and customers to contribute to service improvement. Plan, prepare and deliver OSCAR-related training, guidance materials and end-user communications e.g. User Guides, FAQs, bulletins, etc. Design and maintain appropriate “landing pages” for the services as part of the communications strategy, including within the OSCAR application, HMT Intranet, OneFinance (Government Finance Function website) and on GOV.UK.
  • Act as Major Incident Manager where necessary ensuring all partners work collaboratively to restore service.
  • Work with the People and Capability team and other collaborators to incorporate OSCAR training into appropriate Government Finance Function and other training materials.
  • Maintain oversight of service levels and queries received to settle need for targeted training where required.
