Aboutthe Team
The Treasury played acentral role during the Covid 19 pandemic, and the team sits arethe heart of the department leading the Treasury’s response to theUK Covid-19 Inquiry and providing support to high profile witnessesincluding senior politicians and officials. The team also advisesministers and HMT’s Executive Management Board (EMB) on the reportsand recommendations from the Inquiry and work with other governmentdepartments to ensure that key lessons are learnt, enabling thegovernment to be better prepared for futurecrises.

Theteam also works extremely closely with legal colleagues includingthe Government Legal Department, Treasury Legal Advisers and ourexternal legalteam
Aboutthe Job
In this role, youwill:
· Leadingand overseeing HMT’s response to the Economic Response Inquirymodule (Module 9) – HMT led decision making and overall strategyfor the economic response to Covid, including totemic measures suchas furlough. As such, HMT are likely to be the key materialprovider for this module. You would provide direction and overseethe cross departmental effortto:
- Respond to detailedquestions from the Inquiry in written corporate statements,ensuring these statements give a clear, comprehensive andcompelling account of HMT actions and decision making, supported bydocumentary evidence. You would lead the team in developingstatements with our legal team and seeking input and clearance fromthe Second Permanent Secretary and current and former seniorofficials;
- Support HMT witnessesincluding past and current senior officials and former ministers,working with them and our legal team to develop their evidence andhelp prepare them for giving evidence in oralhearings;
- Oversee HMT’s input to publichearings including opening and closing statements and the team’shearing monitoring and communicationplans;
- Reflect on the key lessonslearnt for HMT in this area and provide timely and robust advice toEMB and ministers on the Inquiry’srecommendations;
- Work withcolleagues from other core departments to respond to the Inquiry’sreport and oversee the implementation of recommendations in HMT andacross thegovernment.
· OverseeingHMT’s response to the Inquiry’s reports and recommendations onother modules – The Inquiry published its first report, on Module 1(Preparedness and Resilience) in July 2024 and the government hascommitted to responding by mid-January 2025. Further reports willfollow through to at least 2027. Oversight of the response on eachmodule will be shared between the two E2s, with the split to beagreed upon appointment. You would bring policy leadership andoversight to HMT’s response,including:
- Preparations forInquiry reports, including oversight of the response to any warningletters received by HMT in relation to proposedcriticisms.
- Acting as the lead officialin HMT in cross-government discussions to develop government’sresponse to the Inquiry’s reports. You will liaise with teamsacross HMT to develop consensus positions on key policy decisions,effectively balancing a complex set ofobjectives.
- Providing quality advice toministers and EMB on key developments in the cross-governmenteffort to respond to the report, where their interventions areneeded and seek their clearance at the appropriatetime.
- Working with relevant HMT teams todevelop and deliver robust procedures for implementingrecommendations from the Inquiry, many of which involve complexorganisational culture change, to help the department be betterprepared for futurecrises.
Askey member of the Covid Strategy and Inquiry Senior Leadership Teamand working with the other E2, you will support the Deputy Directorin ensuring strong leadership of the team, maintaining a supportiveand proactive team culture, deputising and providing leadershipresilience. You may lead on discrete corporate priorities withinthe Covid Team, and potentially also the wider Strategy Planningand BudgetGroup.

Responding to the CovidInquiry is one of EMB’s top priorities and a Labour Manifestocommitment, so you should expect to have significant exposure toEMB and ministers. You will need to be a credible and sensitivecommunicator, develop a strong grip on HMT’s role during thepandemic, and bring sound strategic judgment to the implications ofthe Inquiry’s work for HMT now. You will need to build trustedrelationships with very senior HMT officials and Ministers (bothcurrent and former) as well as with other Government departmentsand our legal team. The nature of the role will shift as theInquiry moves through its work, and you will need to be proactivein identifying emerging challenges and opportunities for HMT andadapting your and the team’s roleaccordingly. Experience working on a public inquiry orother processes requiring a strong understanding of legal concepts(such as legislation or Judicial Reviews) is not required but wouldbe beneficial.
