Procurement Manager

Procurement Heads are partnering with a local authority in London, to support on the appointment of a senior Procurement Manager. The position will report into the Head of Category for IT & Business Services, and require line management of junior staff.
You'll cover an array of exciting projects that span across IT, HR and Recruitment, Waste Management and other ad-hoc projects relating to the organisational spend. This will include but is not limited to below and above threshold tenders.
About the role
As the Procurement Manager, you will be responsible for the maintenance of procurement strategies in line with standards of excellence and best value. The role will feature a commercial approach to managing procurement actives, working closely with both internal and external stakeholders to meet the organisations objectives. This includes but not limited to; advice and guidance on commercial models, forms of contracts, social value, route to market and technical specifications.
You'll be required to:
- Develop best value sourcing options (e.g. multi/single source, outsource, framework, collaboration, type of procurement procedure) and which align with procurement strategies
- Carrying out high value and/or complex compliant procurement processes (including development and quality assurance of tender documents) in line with statutory guidelines i.e. Public Contract Regulations (2015)
- Providing commercial, regulatory, legal and corporate governance advice to business units, related to the procurement process, contract and specification development
- Identifying opportunities to deliver savings/cost avoidance
- Working flexibly across Strategic Procurement to support operational demand where required
- Direct and oversee the day-to-day management of staff (up to 5 reports).
Experience and skills required
You'll need to be able to evidence at least 3 years' experience of working across procurement tenders and demonstrate excellent team management skills.
Previous understanding of corporate/professional services procurements is desired, and will help you to transition into the role more smoothy.
Knowledge of Public Contract Regulations (2015) would be advantageous, alongside experience of previously working in the public sector. The ideal candidate will hold a CIPS/MCIPS qualification but this is not a deal-breaker.
