Operating Model Design Consultant

We have partnered with a Local Authority in London to support the design and delivery of their new Target Operating Model.


The council is looking to recruit an interim TOM Design Consultant to redesign a target operating model for corporate services across the council, following a hub and spoke model.



Responsibilities:

  • Lay the organisational infrastructure which will support a genuine one-council approach and the council’s need to be guided by data and evidence
  • Build on work that has already been done and help develop the strategic model for change, and redesign the operational model for the future state
  • Ensure the council has the capabilities and skills they need in the service areas to bolster capacity in all departments
  • Complete implementation planning with the programme team


Essential experience:

  • Experience designing target operating models
  • Knowledge of best practice and examples from other organisations that have hub and spoke models
  • Solid understanding of the wider challenges and barriers of organisational change in addition to experience of working within a programme and portfolio environment
  • Experience working within Local Authorities and managing senior stakeholders in this setting
