Milestone is currently looking to recruit a Performance and Efficiency Manager to work on our Wiltshire Highways Maintenance Contract contract in Melksham. As the Performance and Efficiency Manager you will be part of our Wiltshire Highways Maintenance Contract Team who are responsible for maintaining and improving the Wiltshire Highways and Street Lighting network.


Based across our Depots in Chippenham, Melksham and Wilton, this is an exciting opportunity to help develop and shape this contract. As a member of the Contract Leadership Team, you will work across the contract to manage, facilitate and coach others in the delivery of our contract requirements and commitments, record and report progress, drive continual improvement, innovation, and collaborative ways of working, with an emphasis on developing the culture in order to create efficiency savings for Milestone and our client.


You will ensure we deliver our key contract aim of ensuring high quality highways services are delivered for the benefit of the residents, businesses, and highways users in Wiltshire, focusing on quality control and service improvement. You will also have responsibility for data control, management and reporting for a number of the key data systems used on the contract.

Reporting to the Business Director, you will operate across the contract with two direct reports; the Quality and Business Support Manager and the Data Analyst.


As the Performance and Efficiency Manager your duties & responsibilities will be:


  • Provide leadership and direction to your two reportees, the Quality and Business Support Manager and Data Analyst
  • Lead and oversee the development, embedment and compliance of the Contract Quality Management System
  • Work with the contract teams to lead and oversee the development and implementation of efficiencies and improvements on the contract
  • Develop relationships with other Milestone contracts to establish cross contract performance improvement sharing
  • Develop and manage the KPI reporting process, work with the team to achieve targets and work with the client to continually improve the KPIs
  • Produce annual, monthly and project specific reports on contract performance internally and for the client
  • Lead the collection of contract data, the development of effective data reports and the use of the data systems and tools


Skills & Knowledge Requirements


  • Understanding of and experience in working with Quality Management Systems and Processes
  • Experience in leading on improvement strategies and processes using known improvement methodologies
  • Senior leader experience in a client facing organisation, working with complex operational teams
  • Line Management experience
  • Excellent communication skills: verbal eg conversational and presentational; written eg letters/ reports/ business cases
  • Computer literacy with tools such as Excel, word, PowerBI, Powerpoint and experience in managing big data
  • Ability to manage and prioritise works and meet tight deadlines


Wiltshire Highways is a new contract secured by Milestone in 2023 which will operate for up to 10 years. Milestone are responsible for delivering a wide range of highway and Street Lighting maintenance and improvement projects for Wiltshire residents and businesses on behalf of Wiltshire County Council.
