Job Description

To support the delivery of the corporate change management approach to align with priorities and workforce culture aspirations .

To play a lead role in the development and implementation of actions aimed at cultural change within the workforce. This includes responsibility for specific actions and developing new practical approaches to improve people management in the council e.g. policy review; communications; employee involvement; handbooks and toolkits.

The post will lead assigned projects, provide advice and support on cross-departmental projects and organisational development work, develop and revise policies and procedures and contribute to the development of strategic initiatives.

Requirements

Assist and contribute to organisational development through the delivery of the workforce culture plans and activities, change management and engagement activity; to support and foster a culture of innovation, support improvement, modernisation, change and transformation.

Develop and enhance corporate employee communications, engagement, culture and motivation

Contribute positively towards development of a comprehensive organisational development team

Develop, review, implement and monitor HR policies and practices 

The Individual

Demonstrable experience in human resources or organisational development role, with experience/knowledge of:

Responsibility for areas of work that require progression through stages, achieving appropriate milestones and deadlines, liaison with various stakeholders and regular review of requirement for final outcome Awareness of workforce culture matters, influencing factors and leading work in this area Preparation, analysis and evaluation of reports including making recommendations Provision of advice on conditions of service issues Advising managers and employees on employment related issues Awareness of Equality issues Appreciation of current HR and local authority issues Experience in enabling and facilitating change preferably in a wide variety of settings at various levels including teams and individuals in the organisation with evidence of sustainable change. Able to work and actively contribute towards a positive team environment

Degree in relevant discipline or equivalent evidence of learning in a vocational capacity*

Member of CIPD, or other relevant professional body

Ability to assimilate information quickly, work using initiative and common sense and to take balanced decisions

Ability to respond to competing demands, prioritise self and work on own initiative

Effective research skills

Effective communication and presentation skills – oral and written. Able to give compelling and simple presentation of information to a variety of audiences.

IT literate including knowledge and experience of various software packages e.g. Excel

Ability to remain impartial and stand own ground

Ability to forward plan, anticipating various potential outcomes

Knowledge and understanding of human resource policies, legislation and emerging areas of interest and ability to relate it to practical issues

Ability to gain trust of managers

Ability to remain impartial and stand own ground

Ability to work accurately and to accept responsibility

Sound knowledge of good practice and ability to give constructive advice under pressure

Knowledge and understanding of contracts of employment and employment law

Knowledge and understanding of bullying, harassment and disciplinary, grievance processes

Ability to motivate, persuade and influence a wide range of stakeholders to encourage collaborative working, deal with conflict and resistance and to influence and affect major change in service delivery which will improve services.

An ability to gain credibility and appropriately challenge and manage differing views/resistance to change in a group setting.

Ability to influence, persuade and convince others, demonstrating leadership skills and the ability to establish a rapport with a range of audiences

Facilitation skills and leading of group discussions.

Ability to relate to a wide variety of people

Ability to work effectively as part of a team

Ability to deliver quality presentations and react positively to challenging situations that may arise.

Confident, mature approach and positive attitude to work and the team.

Must respect confidentiality and behave with tact and diplomacy.

Must be able to travel efficiently between locations within Moray and occasionally outside of the area.

Starting salary: £33, pro rata *

18.13 hours per week
