Job description

This key role forms part of the Digital, Data and Technology (DDaT) profession in the WRA. This role will be responsible for leading our Digital and Security functions, ensuring the effective delivery of digital services while safeguarding our organisation against cyber threats. The candidate will oversee the development and implementation of a Digital strategy, Cyber strategy, manage digital and cyber operations and associated contracts, and drive cyber security initiatives to protect our digital assets. Direct Management of 4 staff and responsible for �1m digital budget.

Person specification

This role will play a significant part in the development of the organisation, at a time when our exposure and the size of the organisation is increasing.

There will be an important leadership element to the role, and as a senior leader in the organisation you�ll be part of the senior leadership group, and will be required to provide briefings to Tim Arwain, ARAC and the Board on security matters.

You will also need to build great relationships with others, which will include

other government departments and WG arms-length bodiesthe SIRO in Welsh Governmentour Lead IAO and Head of Information Governanceour digital suppliers

In all instances building excellent open, honest and co-operative relationships.

We�re developing at pace, and over the coming years we�ll be building and deploying new digital services to cover the new Visitor Levy, as well as needing to maintain and enhance our existing digital services. This is an exciting time of growth and expansion for the WRA, and one which requires strong leadership in our Chief Technology Officer. It�s also challenging as we try to balance resources, and new ways of working, and ensure we can work across both the core infrastructure we already have and our existing digital services as well as being able to expand into the new digital services we require. You�ll play a key role in supporting this transition and supporting others through it.

As the organisation grows, the way we support our people with their IT will need to develop, and you�ll need to think about the wider set up of your team to ensure we can deliver excellence internally as well as being externally secure.

Within this role you will be responsible for,

Digital strategy and operations

Develop and implement the organisation's Digital strategy, aligning it with business goals and objectives.Oversee the delivery of digital services, ensuring their availability, reliability, and performance.Manage digital operations, including infrastructure, systems, networks, and service desk support.Deliver reliable digital services, including proactive infrastructure and application monitoring and demand/capacity management to ensure cost ���������effective services are delivered to the businessMonitor and optimise digital processes, workflows, and systems to enhance operational efficiency.Deliver reliable and secure core Digital Services (including service desk, end user compute, cyber security, infrastructure and hosting, application support and development, networks & telephony).

Cyber security

Be the primary point of contact on Cyber Security issues in the WRA. Work with key stakeholders, including external parties, and actively develop strong working relationships in relation to Cyber SecurityDevelop and execute a comprehensive cyber security strategy to mitigate risks and protect the WRA�s digital assetsPromote the Profession and advise on Cyber Security risksWork with the heads of specialisms to promote cross-government security mindednessChampion cyber learning, development and accreditation, cultivate talent and foster an inclusive, diverse and motivated workforceLead the implementation of cyber security frameworks, controls, and best practices.Lead the identification, investigation and resolution of security incidents. Taking accountability of issues that occur and proactively searching for potential solutions ensuring the right actions are taken to investigate, resolve and anticipate future problemsConduct regular risk assessments and vulnerability assessments to identify and address security gaps.Establish incident response plans and coordinate timely and effective responses to cybersecurity incidents.

Digital Governance and compliance

Establish and enforce governance policies, procedures, and standards to ensure compliance with relevant regulations and industry best practicesRepresent the Digital function at a senior level as required, including internal and external audits.Conduct audits and assessments to ensure adherence to security policies and standards.Collaborate with internal stakeholders and external partners to address compliance requirements.

Budget management

Develop and manage the Digital & Security budget, ensuring cost-effective utilisation of resources.Collaborate with finance and procurement to align budgeting processes and ensure accurate financial forecasting.Identify cost-saving opportunities and optimise resource allocation to maximise the value of Digital investments.Monitor budget performance, track expenses, and provide regular reports on budget utilisation to senior management.

Vendor Management and Technology Partnerships:

Collaborate with vendors and technology partners to leverage their expertise and drive innovation in Digital and security practices.Represent Digital services in contract negotiations, providing strategic input and supportStrategic ownership and responsibility for Digital vendor and licensing managementEvaluate and select technology solutions that align with business needs and security requirements.Manage vendor relationships, contracts, and service level agreements.

Management of Digital Corporate Services

Responsibility for the support, development, maintenance and implementation of corporate services to include:

Corporate finance system, Human Resources, CRM Management of productivity tools (Miro, Trello, Smart Survey)

Management of the digital release, test and Integration service.

Responsible for the planning and management of and release of digitals� �servicesRegression testing existing legacy systems and interfacesManagement of the integration of new services into existing services.Responsible for support and changes to existing digital services.
