As the Head of Hydrogen RAB at Ofgem, you will lead our work on designing a first of a kind economic regulatory regime for hydrogen (pipeline) transport. This role will sit within Ofgem�s Infrastructure group which is responsible for designing new regulatory regimes for price controls and major projects, developing new regimes in low carbon technologies, delivering change to energy systems, wholesale markets and governance arrangements and much more.

Job description

Purpose:

The energy market situation in recent years has been unprecedented. The record increase and volatility in global gas prices put the market under severe strain and led to upward pressure on customers� energy bills. Now more than ever we need to go further and faster in pursuing the country�s climate goals to reduce our reliance on fossil fuels and protect ourselves from similar future price shocks.�

The Low Carbon Regulated Asset Base (RAB) team is a collection of high performing, collaborative and flexible staff, working across a number of new and exciting policy areas. Our work is highly varied, from advising the Department for Energy Security and Net Zero on the regulation of new energy technologies through to developing new approaches to financing large scale private sector investment. The team�s remit currently includes new nuclear investment, carbon capture use and storage (CCUS) and hydrogen transport.�

Hydrogen can support the delivery of Net Zero, particularly in �hard to electrify� industrial sectors, whilst also providing greener, flexible energy across power, transport and potentially heat. As the hydrogen economy expands, a network of pipelines will be needed to connect production with consumers. Ofgem could play a future role as the economic regulator that provides sufficient flexibility to allow the network to expand, whilst ensuring affordability and value for money for users.��

Key Responsibilities��

Provide visible and effective leadership for the delivery of the Hydrogen RAB programme, working directly and cooperatively with DESNZ�s Head of Hydrogen Transport Business Model�Lead the development � and have ownership � of policy design and implementation for the Hydrogen RAB programme, including the economic regulatory regime and interactions with the existing RIIO price controls for gas transportation�Provide recommendations to senior leaders across Ofgem to support their understanding of key elements of the programme, strategy, policy, regulatory functions and potentially specific projects�Work in a dynamic fast-paced environment, participating in open policy debates, enthusiastically embracing change and new workstreams, sharing views, and representing Ofgem through extensive external engagement��Collaborate closely with other policy teams to manage interdependencies, risks and resourcing to support programme delivery�Set clear and transparent work objectives, milestones and success metrics at team and individual level to oversee and co-ordinate successful outcomes�Jointly responsible for welfare and pastoral care of all colleagues.�Demonstrate effective diversity and inclusive team management within their team and the wider organisation.�

Essential Criteria

Expertise in a regulated environment, ideally in economic regulation, including the design and implementation of RAB models / price controls, as demonstrated by a proven record of high performance and substantial achievements in past positions, including knowledge and understanding of the regulatory, commercial and wider environment (LEAD)�Proven aptitude for leadership, through formal or informal management of others, and experience working collaboratively with a diverse range of colleagues, and contributing to a culture of inclusion (LEAD)�Significant experience of leading policy development, and managing the input of relevant analytical, technical, and legal experts to present policy recommendations that highlight the risks, trade-offs, and wider commercial and economic considerations to decision makers�Excellent written and verbal communication skills that effectively communicate complex issues to non-expert audiences, distilling complex subject matter into relevant messages for internal / external stakeholders at a range of levels and developing cooperative relationships��Excellent influencing skills, with an ability to build effective working relationships with a wide range of stakeholders that creates space for constructive, open, and transparent engagement�
