Job summary

Ministerial Working Group was set up to determine what action was needed in Scotland to ensure that buildings were safe for the people who live in and use them.� After a period of considerable review changes to building standards and guidance are underway.� However, further changes to the building standards system are also required, as such a Futures Board has been established to oversee this transformational change including digital innovation, workforce development and compliance improvement.�

Reporting to and working closely with the Head of Development Unit you will have a specific focus on managing and supporting the development, implementation and embedding of the Compliance Plan Approach and associated Digital Transformation within the building standards system.�

Your ability to coordinate and analyse research information, combined with excellent project management skills will assist you in ensuring the effective delivery of the workstreams.� You will directly manage two member of staff who will deliver the Compliance and Digital Plan workstreams.

Your communication and engagement skills will support cross Directorate and Division working, significant involvement with Futures Board members, working groups, and other stakeholders.� Engagement with Scottish Ministers, external stakeholders, local authority verifiers, Scottish Building Standards Hub and Local Authority Building Standards Scotland (LABSS) will be essential to the delivery and implementation these building standards system changes.

These are significant building standards Futures Board workstreams, and requires specialist knowledge and significant experience in the local authority building standards compliance and digital environment and of the wider building standards system.� This is a leadership post where creative innovation and practical experience of the� building standards system in Scotland is required.

The Scottish Government�s Building Standards Division is currently looking to appoint a Construction Professional as a Compliance and Digital Transformation Team Leader. You will be experienced in leading a building standards team including the delivery of building warrant compliance/reasonable inquiry activity and have� a track record of delivering significant digital transformation within a local authority building standards environment. A detailed understanding of local authority building standards back office digital systems is also required (Idox/Uniform).

You will work with the Head of Development Unit and the Futures Board Team Leader on the Compliance Plan Approach and Digital Transformation workstreams of the Building Standards Futures Board Programme and support the Grenfell Working Group.� The role requires technical leadership, creativity to develop and implement the new Compliance Plan Approach and deliver Digital Transformation within the building standards system.

Job description

Direct line management responsibility for minimum two B3 posts (digital and compliance officers).You will lead on delivering and managing a variety of projects within the digital transformation workstream. This includes the procurement and analysis of a wide variety of research, development and data.You will lead on developing, delivering and embedding the new Compliance Plan Approach within the building standards system including engagement with external stakeholders and local authority verifiers to support the implementation of both workstreamsYou will support other Futures Board work streams, working closely with the Futures Board Team Leader and the Head of the Development Unit, in order to improve user experience, deliver training and enhance the capacity of those working in the system.You will be responsible for the management and development of consistent communication of our objectives and explaining our work to a wide range of stakeholders. The job also requires working in partnership with internal and external stakeholders ( Scottish Government colleagues, local authorities, and professional organisations).You will work with the Local Authority Building Standards Scotland (LABSS) Digital Development Group, the Scottish Building Standards Hub and co-develop and deliver projects to enhance digital capacity.Alongside the Head of Development Unit and Futures Board Teamleader support the strategic leadership of the programme of work of the Futures Board. Working with the SOLACE Chair, Futures Board members, Cosla and other key stakeholders.

Person specification

A professional qualification related to Building Standards or construction is required (MRICS or equivalent) and also experience of working within a Local Authority Building Standards team leading the delivery of the building warrant compliance/reasonable inquiry activity.A track record of delivering significant local authority Building Standards Digital transformation and a detailed understanding of the local authority Building Standards back office (Idox/Uniform).Strong communication and interpersonal skills involving a wide range of stakeholders, both internally and externally at all levels with excellent written and oral communication skills on complex and sensitive issuesExcellent project management and organisational skills combined with the ability to analyse information from a variety of sources to inform policy development is required.
