Job summary
This is a role focused on Local Government and we are looking for an individual with knowledge or experience of local government l to join Oflog, to work in the Devolution and Data Leadership team - who sit in the wider Performance Measurement division. This teams supports Oflog�s five-year vision to be a �centre of excellence� for how councils use data in their management and local decision making.
This secondment opportunity is available for 12 months with potential opportunities to extend.�Please note, due to the nature of this role, this secondment is only available on a full time or job share basis.
Office for Local Government (Oflog) will help to drive improvement in local government � responsible for a wider range of critical and everyday services � in order to improve outcomes for the public. It will do this by providing authoritative and accessible data and analysis about the performance of local government, so that local leaders can benchmark themselves against their peers and communities can more effectively challenge their authorities.
In particular, Oflog will:
Inform: by improving access to data Oflog will enable citizens, local government, central government, and civil society to be better informed about the performance of local government.Warn: Oflog will make it easier to spot potential failure before it happens, helping to prevent the significant financial and service implications of failure on local citizens and the taxpayer.Support: Oflog will support local government to improve performance: championing best practice, improving data capability and rationalising a complex data landscape.Oflog is currently an office of DLUHC, meaning all staff are DLUHC civil servants. Oflog is a mixed-discipline team, including policy and local government experts, and analysts from a range of disciplines. Whilst supporting the aims of Oflog, the successful candidate will have an opportunity to shape the developing organisation and its culture.

Job description
Oflog�s five-year vision as a �centre of excellence� for data is to advise and support central and local government on best practice data capture and capability. As a policy lead in this workstream, you will help facilitate central (and public sector) data release that is useful to local authorities. At the same time, you will help identify opportunities to streamline and improve data collection that best reflects local authority performance, which may help the collection of more consistent, standardised data.
This vacancy is to join the division leading on performance measures. The successful individual will play a key role in:
Informing the design and delivery of our data landscape workstream.Developing data partnership principles for legal, safe and secure sharing of data between Oflog, government departments, and local and national bodies.Work with local authorities and others to identify data needs, linking specific local requirements to Oflog initiatives.Work with stakeholders, experts and senior leaders to identify barriers and opportunities for greater data sharing between Oflog, central and local government, to help inform the creation of data partnership principles.Keeping up to date on developments in improving data sharing, ensuring these are reflected in Oflog�s long term strategy.Person specification

The successful candidate should have:
Have experience of working in or closely with local governmentUnderstanding of the challenges of improving data sharing, and experience of having worked on this topic.Experience developing and driving implementation of an organisation-wide programme, navigating governance, and bringing stakeholders together to deliver change and develop new initiatives to underpin delivery of an organisation�s strategy.Ability to see the bigger picture and apply strategic thinking, including in times of change.The ability to creatively source evidence and develop solutions to complex problems where there could be competing interests or incomplete information.Excellent stakeholder management skills with the ability to build collaborative and trusted working relationships with senior stakeholders, including analysts, to build consensus but also challenge where necessary.Excellent oral and written skills including the ability to communicate detailed information succinctly and clearly.A track record of demonstrating resilience and flexibility under pressure, with the ability to adapt to rapidly changing circumstances.Proven ability to balance competing demands whilst remaining focused on delivering high quality outputs.Excellent organisational skills demonstrating attention to detail.Benefits
