Job summary

This is an exciting opportunity to join the Digital Planning Programme at MHCLG, which aims to enable a modern and efficient planning system in England. The Programme is currently divided up into four multidisciplinary teams; the Planning Software team, the PropTech (property technology) team, the Planning Data team and the Local Plans team.

Through the PropTech team, MHCLG has started to focus on the application of PropTech as an enabler for planning and housing sector reform and delivery, through a variety of initiatives and workstreams. The PropTech Innovation Fund, established in 2021, has delivered four funding rounds to test emerging opportunities between supply and demand across the sector, working with over 60 Local Planning Authorities and 100 pilots to scale public sector adoption of digital tools that can improve placemaking outcomes, democratise decision making and create process efficiencies. Alongside the PropTech Innovation Fund, the PropTech team are looking to consolidate, test and amplify the MCHLG narrative on the role of PropTech and the role of government in supporting and harnessing market growth.

As a PropTech Strategy Advisor working within the PropTech team, you will support and build MHCLG�s capability to engage and collaborate with the PropTech sector, consolidate the MHCLG narrative on the role and potential of PropTech and use market insights and learnings to create feedback and engagement loops that inform policy development and service delivery. Given the potential of the sector and appetite to engage, you will support the PropTech team to explore opportunities for what role the Government could have to foster, collaborate, convene and steward the PropTech market and explore opportunities to harness the appetite and potential for international innovation and global leadership.

Job description

Build strong relationships with external partners in the PropTech sector and leverage insights to ensure the work of the PropTech team and Digital Planning Programme reflects and responds to the opportunities and challenges in the market.Consolidate existing work and ambitions across the PropTech sector, highlighting the links between established work and new emerging priorities to identify gaps, pre-empt overlap and spot opportunities for closer collaboration.Support the development of the State of the PropTech Market work, including shaping content and insights on the supply and demand sides of the PropTech Market to develop a compelling narrative. Collaborate with product teams to shape a proposal for publication of the work that maximises its impact, and lead on developing a strategy for how this work can be iterated and leveraged over the long term.Support the delivery and governance of the PropTech Steering Board to ensure it meets its objectives of shaping the potential role government could have in fostering market growth and identifying opportunities for the PropTech sector to accelerate the delivery of housing, planning and regeneration outcomes.Develop the PropTech team�s horizon scanning capability through the collection, analysis and reporting of insights about emerging technologies, trends and policies within the sector.Work alongside Digital Planning Programme policy teams, leading the crafting of PropTech evidence and messaging for wider ministerial briefings and submissions.Develop and lead collaborative working relationships across MHCLG, with a focus on Planning, Housing and Regeneration, to identify areas of alignment in policy development and priorities.Contribute to creating a positive environment within the PropTech team that fosters collaboration, learning, and mutual support.

Essential Criteria:

The ideal candidate would have the following key skills and experience:

Experience working strategically, with excellent judgement and political awareness, drawing bigger-picture conclusions from a wide range of information.An ability to influence senior officials to advance important objectives.Strong written and verbal communication skills, including the ability to synthesise complex information and to be able to flex communication style depending on the target audience.Ability to provide effective challenge to teams to ensure the best possible advice and service for senior officials.Adaptability and ability to respond to new and emerging priorities, often at pace.Establishing and communicating strategic direction and working with a diverse set of colleagues to help translate policy ambition into design and delivery.

Desirable Criteria:

Awareness of the PropTech market and/or the PropTech innovation landscape.Experience in building industry networks and communicating with industry players.Understanding of the planning, housing and development processes and systems.
