Job summary

The Parliamentary Security Department (PSD) is responsible for physical and personnel security across both Houses of Parliament and provides support to Members and staff when away from the Estate. Its purpose is to keep Parliament safe and open for business.

PSD sets security strategy, provides expert advice, and delivers an operational service. It does this in partnership with the Metropolitan Police Service (MPS) and by working closely with the Parliamentary Estates teams, Serjeant at Arms and Black Rod�s office, Restoration & Renewal teams, the Parliamentary Digital Service, and other key stakeholders.�

Security is at the heart of the award-winning team that this role will be part of. The Members� Security Support Service (MSSS) is responsible for supporting Members of Parliament when they are away from the Parliamentary estate.

Job description

MSSS is currently looking to recruit a Contract and Delivery Manager to manage a key contract and future contracts, with a current procurement process underway.

This is an exciting opportunity to lead contract delivery whilst leading new work and opportunities. This is an incredibly interesting role and the post holder will need to be engaged and enthusiastic to work with a busy, established and growing team to support MPs and protect democracy.�

This post will report to Head of MSSS and there will be line management responsibilities, with the team continuing to grow and evolve in line with the changing risk landscape.

A high level of confidentiality and sensitivity is required in respect of security matters and contracts, of which this role will be an integral part.

This role is much more than managing contracts and requires engaging and confident communication with Members of Parliament and their staff. The role holder will need to have strong, clear organising skills, managing different works strands at the same time.

Some of the responsibilities for this role include:

Contract management of contracts which deliver security measures and services, including the development of new opportunities. Work closely with procurement partners to instigate, develop, deliver and manage new contracts. Engage with other Government departments and service providers.Create and embed contract management plans (as a customer), performance framework and robust audit process by which to support and hold contractors to account; chair performance meetings for�delivery of quality work in�line with high standards, KPIs and a process for checking compliance of work; delivering great customer service to Members of Parliament; ensure the contractor does the same.Provide timely delivery and oversight of requisitioning and financial reconciliation between the House authorities, Members of Parliament and supplier(s), including reimbursement processes.Lead, develop and coordinate General Election plans for the MSSS team.Develop new ideas, new policies, practices and decision-making framework, providing risk-assessed oversight for deployments of external contractors, whilst developing an appropriate, secure records management system for delivery and audit, owning and improving current processes�appropriateness, quality, compliance, value for money and service delivery.

Person specification

To be successful in this role you will demonstrate:

Evidence of contract management experience, ideally in a security context. Proven experience of holding suppliers to account and actively managing contractual performance, demonstrating contract management techniques, tools and methods, including financial acumen. Experience of setting performance requirements, finding ways of measuring and ensuring delivery against those requirements, and keeping clear and organised records for auditing purposes.Ability to lead and manage small and diverse teams, with experience of setting realistic objectives (in line with corporate objectives), monitoring performance, giving feedback and supporting development. Motivating and developing to work successfully within a team, whilst upholding the values of equality, diversity and inclusion at all times, treating everyone with courtesy and respect.Proven experience of identifying, managing and mitigating risk in complex and challenging environments or when issues arise; creating innovative solutions. A track record of making, justifying and recording well-judged decisions with due consideration of the threat and risk to be mitigated. A demonstrable ability to develop creative and workable solutions to sensitive issues. Understanding of handling sensitive information appropriately.Demonstrable ability to establish authority and credibility quickly, to build and maintain confident and collaborative relationships with colleagues with diverse needs based on trust and mutual respect.
