Job summary

This is an exciting opportunity for an exceptional candidate to help shape the future of F-35 Operational Test (OT) at an international level, whilst maximising UK inclusion and influence. This MOD Grade 7 post offers an opportunity for someone with substantial defence knowledge, strong technical and leadership skills, and previous experience in test & evaluation (T&E), to work in a dynamic, international military test environment and make a tangible difference to UK Combat Air power at a time of significant global tension.

The successful candidate will lead a small team of Air & Space Warfare Centre (ASWC) Operational Research (OR) analysts embedded within the United states of America/United Kingdom/Australia United Operational Test Team (UOTT), responsible for the Follow-on Operational Test & Evaluation (FOT&E) of the F-35 Lightning II aircraft. The UK OR team provides direct analysis support to both UK-unique and US-led F-35 OT activity. While reporting to the ASWC�s Senior Scientific Adviser, the geographic and temporal separation from the UK requires a high degree of autonomy.

Job description

The Air & Space Warfare Centre (ASWC) is the primary source of impartial, authoritative and integrated advice to support success on current and future operations in the Air and Space environments, including associated Electronic Warfare, Cyber and Information.

The ASWC�s Operational Research Branch (ORB) is the provider of impartial scientific analysis support to Air Command on matters relating to current and future operational capability. The ORB team of civilian (MOD/Dstl) operational research and test specialists provides evidence-based analysis to support decision making within Front Line squadrons, Test and Evaluation Squadrons (TES), deployed Air Component Headquarters and Air Command.

This vacancy is for the head of a small team of ASWC ORB analysts embedded with the RAF�s 17 Test & Evaluation Squadron (17TES) to conduct Operational Test (OT) of the F-35B Lightning II aircraft at Edwards Air Force Base (AFB) in southern California. The F-35 is the world�s most advanced operational fighter aircraft, and the only 5th Generation aircraft in UK service. 17TES and the analyst team are in turn embedded within the much larger, US-led F-35 United Operational Test Team (UOTT), which has units at Edwards AFB, Nellis AFB in Nevada, and Marine Corps Air Station (MCAS) Yuma in Arizona.�

The UK and Australia recently signed a new ten-year partnering agreement with the US to collaborate on the Follow-on Operational Test & Evaluation (FOT&E) of all three variants of the F-35. As such, the UOTT currently comprises a mix of United Stated Air Force (USAF), United States Navy (USN), United States Marine Corps (USMC), Royal Air Force (RAF), Royal Navy (RN), and Royal Australian Air Force (RAAF) personnel, all supported by a team of US/UK government civilians and US contractors.

Your role as Scientific Adviser to 17TES will be to ensure adequate OR support is provided to UK-funded flight trials, in order to independently assess and assure the capabilities being fielded by the UK Lightning Force. As part of the review process for trials documentation, you will ensure your analysts are applying good scientific practices to test design and data collection, and are using the most appropriate analytical and statistical techniques, in order to provide scientifically robust analysis products that underpin the reported findings for each trial. You will encourage the development of innovative analytical tools and liaison with other US or UK organisations to exploit pre-existing tools and/or data.

As the head of this small UK team of three Senior Executive Officer and one Higher Executive Officer civilian analysts, you will be expected to recruit, manage and develop the team members as required, and will need to constantly balance their busy workload to ensure both UK-specific testing (17TES trials activity) and wider UOTT-led FOT&E activity receives adequate support. This can be very challenging when there are competing priorities of apparently equal importance, and so maintaining a holistic view of the whole team�s tasking and the strategic goals of both UK MOD and the UOTT is vital. Given the overseas nature of the role, you are also responsible for the welfare of your staff both inside and outside the work environment.

As the post holder, you will also act as the Chief Engineer/Technical Advisor within the UOTT. This is an extremely influential position within the UOTT leadership team, responsible for overseeing the overall analysis approach and all technical output from the Effectiveness, Suitability, and Cyber test teams across all UOTT locations prior to publication to the US Operational Test Agencies (OTAs).

This is an excellent opportunity to have direct influence within the multi-national F-35 programme (the world�s largest defence programme) and ensure the UK Lightning Force remains as informed as possible regarding the latest strengths and limitations of the air system. Your work in this role will have a direct impact on the lethality and survivability of UK Lightning aircraft, and the overall effectiveness of UK Combat Air power, in the most hostile of environments.

Person specification

As Scientific Adviser to 17TES you will:

Recruit, retain, lead, manage and develop the UK analyst team at Edwards AFB, in order to provide effective analytical support to both 17TES and the F-35 UOTT, plus other US-based ASWC teams as required.Ensure that 17TES trials activity is achievable, scientifically robust, supports the warfighter and offers best value for the taxpayer through mentoring, advice and stage two review of trial documentation.Support the preservation and development of UK Ltng T&E capability through engagement with the F-35 Joint Program Office (JPO), the wider UOTT, industry, test ranges, contractor support, and facilities management.Provide advice to senior RAF leadership on UK and international policy issues, and represent the ORB at management, security and operational sovereignty meetings.Directly provide scientific and technical leadership to 17TES T&E activity as the Trial Scientific Officer for complex trials where necessary.

As the UOTT Chief Engineer/Technical Advisor you will also:

Consult and provide technical and test expertise to the UOTT Leadership team and test personnel inside and outside the organization pertaining to all variants of the F-35 aircraft and test issues.Ensure technical rigour is fully incorporated in test plans, procedures, and reports.Provide continuity within UOTT Leadership on test philosophy, test approaches, requirements, and venues through all phases of the F-35 Block 4 programme.Ensure all phases of OT&E programs are conducted in accordance with USAF and US Department of Defense (DoD) guidelines and public law.Provide advice and assistance in the tasks of data collection, processing, analysis, and modelling & simulation.Review all test documentation including Test Plans, Test Reports, Data Management and Analysis Plans, Detailed Test Procedures, etc, for operational sufficiency, technical adequacy, technical credibility, technical accuracy, and supportability; then provide recommendations to test directors and UOTT Leadership.Represent the UOTT on internal and external panels, working groups, and boards to address UOTT, multiservice, and/or DoD issues.You will meet the nationality requirements for access to Special Access Program (SAP) material. Experience�

It is anticipated that successful candidates will have and be able to demonstrate the following experiences:

Direct experience in the Test & Evaluation of complex systems, preferably flight test.Direct experience of Modelling & Simulation, including interpretation of outputs and model verification & validation.Wide experience conducting Operational Research using a range of OR methods and tools.Experience in the application of scientific and/or analytical techniques to solving real world problems.Direct experience of the management, manipulation, and analysis of large data sets.Experience of clearly communicating analytical results to a range of technical and non-technical audiences, through technical reports and presentations.Experience of leading a team or project.Experience working with highly sensitive information.Bachelor�s degree in a scientific, engineering, or numerical discipline.

The ability to demonstrate the following experience would be desirable for the candidate:

Experience of managing others as a line manager, project manager, or military leader.Knowledge and experience of the MOD and Defence environment, especially in Combat Air concepts and doctrine.Experience of trials conduct/trials management.Experience in the Test & Evaluation of air systems, including flight test and synthetic environments.Experience of using advanced statistical techniques.Experience working with classified information.Experience working in a SAP environment.
