Salary: NJC Grade 12 £45,441 to £48,474 per annum
Contract Type: Permanent
Working Pattern: 37 hours per week, full time
Location: County Hall Chichester, County Hall North Horsham, or Bridge House Worthing
Please note:
You’ll need to be able to travel independently to various locations around the county, some in remote locations which may not be easily accessible by public transport, and on occasion work beyond normal hours to meet the needs of the service. There is a regular and intrinsic requirement to communicate in English with members of the public.Closing date: 28 May 2024

As a Team Manager for Early Years and Childcare, you will lead on the strategic delivery and improvements to WSCC’s childcare sufficiency duty. This ensures there are sufficient, high quality and sustainable early years and childcare places to meet the needs of parents, carers, and their children.
You will manage and supervise a team of Early Years and Childcare Advisors, providing leadership, support, and training to improve the quality of care and education.
This is a collaborative role where you will work in partnership and liaise with WSCC colleagues and wider service areas, childcare providers steering groups, council partners and members, and the public.
Key responsibilities of the role include:
Leading and implementing projects and initiatives to support sufficient provision for children aged 0-14 years, or those with SEND up to 18 years. Policy support and development, including contributing to corporate strategies. Researching and developing strategic solutions to highly complex problems. Offering expert high-quality advice and guidance. Identifying risks related to Early Years and Childcare sufficiency duties to mitigate risk. Following safeguarding and confidentiality policies and procedures. Accountability for the departmental budget (~£55m) to ensure WSCC can support the delivery of sufficient places for the Governments early years entitlement programme and an agreed projects-based budget up to £500,000.You would be joining the team at an exciting time, as we move forward with the implementation of the government childcare expansion where, starting from April 2024, existing childcare support for families will be expanded in phases. By September 2025, most working families with children under the age of 5 will be entitled to 30 hours of childcare support. This is in addition a programme aimed at increasing the availability of wrap around childcare for primary school children by September 2026.

About You
We are looking for someone who is confident in persuading and challenging clients, partners, and colleagues in appropriate courses of action. You will need effective communication skills to provide in-depth specialist advice and information to clients / customers in a range of formats as appropriate.

Qualifications and/or experience required:
Degree, or equivalent qualification or equivalent experience, demonstrating a high level of applied knowledge in researching, analysing, and evaluating arguments and information. Experience in the delivery of sound advice and information across a range of stakeholders. Experience of strategic level work and business planning. Extensive experience in area of partnership working and relationship management at senior level. Demonstrable evidence of leading a large team in providing a successful service to a range of stakeholders within set deadlines and targets. Experience of monitoring and/or managing large budget effectively to deliver a service. Experience of managing, developing, and maintaining large datasets.
