Job description

This is an excellent opportunity to be part of a dynamic team in the Offshore Petroleum Regulator for Environment and Decommissioning (OPRED), part of the Department of Energy, Security and Net Zero.

OPRED regulates the environment and decommissioning activity in the UKCS (UK Continental Shelf), working in partnership with industry throughout the lifecycle of oil and gas activity, promoting good practice and enabling industry compliance.

Within OPRED, the Offshore Environment Unit (OEU) has operational and policy functions to regulate the Offshore Oil and Gas industry.

The Atmospheric team sits within OEU and is responsible for operational and project / policy delivery specific to the Atmospheric function.

The team supports other OPRED operational teams (working within the Regional Delivery Programme structure) in delivery of atmospheric operations (operational teams comprised of technical specialists and investigations staff who are responsible for the environmental regulation of offshore oil and gas activities).

The Atmospheric Technical Lead will provide strategic direction, management of team, operations and lead on a programme of project work, specific to the Atmospheric function.

The successful candidate will be an excellent leader and manager, with a proven ability to work through others in the operational delivery field to ensure business priorities are being achieved.

The work is varied and dynamic, requiring an ability to identify, prioritise and resolve problems quickly, in an inclusive and pragmatic way.

The Technical Lead will directly line manage a team of managers (SEO Senior Environmental Specialists). Working directly to the Head of Operations, and alongside other team Grade 7s (Environmental Operations Team Leads and Technical Leads) to ensure delivery of operational and operational policy work.

Person specification

Key responsibilities:

The successful candidate will oversee the assessment of atmospheric environmental applications in relation to offshore energy activities.�

� The role will provide technical leadership to the atmospheric function, focussing on atmospheric issues, such as the UK Emissions Trading Scheme, Net Zero policy and the PPC Regulations.

Working closely with OPRED Policy colleagues, as well as senior management within OPRED, the Atmospheric Technical Lead will provide support in relation to a number of domestic and international initiatives on environmental matters relating to offshore energy industries, including developing and amending environmental policy, particularly in relation to OPRED's regulations, guidance or procedures.

The post holder will be responsible for:

� Providing expert advice and briefing on atmospheric environmental matters relating to offshore energy industries, OPRED Senior Leadership, senior DESNZ officials (including liaison with Special Advisers and Press Office) and Ministers;

� Providing technical leadership to the Atmospheric function, advice and support to the wider Regional Delivery Programme Teams on relevant environmental legislation and regulatory functions;

� Representing and influencing OPRED�s views in various domestic and international environmental fora;

� Working closely with the OPRED Policy Hub to provide technical support in relation to policy development and strategic direction on technical policy, regulation and operational matters;

� Managing stakeholder engagement on technical matters, including liaison with other Government Departments, Public Bodies; Devolved Administrations; industry representative bodies and non-governmental organisations;

� Undertaking or supporting technical and administrative recruitment exercises; � � �

� The oversight of strategic forward planning for the Atmospheric function, including producing and managing team business, work plans and resource plans, coordinating the provision of internal reports and returns. � ��

� Providing strong management and leadership to teams of environmental specialists, including the direct line management Senior Environmental Managers.

Essential criteria

� Applicants must have extensive knowledge relating to atmospheric emissions, including UK ETS and PPC.

� Applicants must have experience of strategic leadership and managing teams.

� Applicants must have an honours degree or equivalent qualification, or a post-graduate qualification in one of the following areas:

� Climate and Atmospheric Science, Environmental Science.

� Science, engineering or related subject.

It would be beneficial for applicants to have experience relating to offshore oil & gas industries, gas unloading and storage, and carbon capture and storage.
