Job description

The Matrix Programme is a transformation initiative involving 9 Departments (listed at end).�It is a unique cross-government collaboration that will unlock simpler, better, and more joined up working by bringing together the systems, processes, and ways of working for key government functions such as HR, Finance or Procurement, commonly known as Shared Services.

The Programme is part of the Shared Services Team, a fantastic team passionate about improving the existing shared services experience for�DSIT and its partners whilst working todeliverthe strategic objectives of the new Government Shared Services Strategy

We will deliver the Government's three overarching objectives for shared services:
1. Better experience for all users - intuitive systems that are easy to use and mobile-enabled.
2. Efficiency and value for money - better systems and services which support productivity and seek to reduce costs.
3. Standardised processes and data - support interoperability, making it easier to understand and compare corporate data.�

Person specification

Short Summary:


The PMO Manager is an integral role within the Matrix PMO who provides the framework, oversight and the necessary controls across nine sub projects/workstreams of the Matrix Programme from both an Assurance and reporting perspective. The roleholder will provide an independent assessment and confirmation that the programme is on track, that it is being appropriately managed and that its activities and business rationale remain aligned to the organisation�s objectives. This includes ensuring reviews are scheduled and delivered to enable scrutiny of the achievability of Matrix to meet its objectives and benefits as stated within the business case.�The role holder will provide support to the Reporting and Assurance leads, operate, and manage the effective assurance reviews and reporting of the Matrix Programme, which requires the production and review of regular reporting or ad-hoc reporting in line with governance requirements

You will have a confirmed background in PPM methods, particularly related to Assurance and reporting, with an eye for detail to make sure things happen when needed. You will need excellent interpersonal skills for collaborating closely with and presenting updates to different audiences.

Key Responsibilities include but not limited to:

������������ Produce concise, relevant, and timely updates and responses to the senior Matrix Programme members concerning the progress of the Matrix Programme.
������������ Proactively provide updates and developments on any assurance and reporting changes, concerns and problems to the Assurance and Reporting Leads.
������������ Ensure that regular reporting is understood by stakeholders across the programme and in departments. Manage Programme-wide communication on reporting instructions and ensure that essential reporting and data requirements are adhered to consistently. Lead the timely and accurate reporting of integrated assurance plans and milestones to support the programme
������������ Oversee appropriate reporting training in reporting requirements (such as �show and tell, lunch and learns, drop-in surgeries)
������������ Build and maintain good working relationships with Workstream Leads and other key stakeholders in the core programme and other departments. Ensure continuation of accurate and timely reporting, and knowledge sharing.
������������ Manage briefing and reporting documents in a timely, accurate and effective way and respond to ad-hoc requests ensuring accurate record keeping.
������������ Undertake accurate reporting minutes / notes including managing and tracking follow up actions for various programme meetings throughout the cycle, including ad hoc meetings.
������������ Gather insights to allow for iterative improvements to support reporting across the Matrix Programme to establish best practice and improve the presentation, accuracy and consistency of data and reporting.
������������ Work closely with other members of the Matrix PMO team to ensure a harmonious and joined up approach in reporting, to enable the timely and accurate production and issue of information to meet required reporting and governance timetables.
������������ Provide advice and support to the Head of the Matrix PMO and the Tracking and Reporting Managing by preparing and presenting appropriate insights and progress reporting information
������������ Application of Assurance Standards � Responsible for ensuring the programme, projects or activities have appropriate levels of assurance. Following local guidance on types of assurance activities and recording them in management documents as required. Develop and maintain documents and processes that enable the independent assessment and confirmation that the programme is on track.
������������ Planning � Responsible for leading assurance across the programme and to integrate planned assurance activities throughout the lifecycle of the programme. Ensure all management documents are updated and available for review.
������������ Stakeholder � Manage professional relationships with a wide range of internal and external stakeholders, and act as lead point of contact for Assurance and Audit -related matters, this including capturing progress of recommendations.
������������ Results/Actions � Ensure that agreed actions are implemented, and that any lessons learned are applied to future change initiatives.
������������ Undertake any other grade appropriate tasks to assist the PMO Lead and the wider programme team, for example:
������������ Work with senior roles to provide Secretariat support where required to be able to flex across PMO sub-teams.�
������������ Ensure appropriate governance arrangements for effective running of the Programme, with escalation routes and accountabilities made clear.

Skills and Experience�

Required:
������������ Experience working within complex and large-scale transformation programmes. And thrives in fast paced, dynamic and evolving PMO team.
������������ Background in a Programme/Project environment or PMO experience; particularly in Assurance and Reporting.
������������ Develop and lead effective reporting and assurance within a Programme Management Office (PMO).� Implementing proportionate, effective and suitable project and programme reporting to strict deadlines and targets.
������������ Ability to assimilate and analyse information and data from various sources. Write clear concise presentations, reports, and submissions and/or briefings at pace ensuring the key points are articulated.
������������ Ability to engage and persuade stakeholders at all levels in a complex environment, working with and advising Senior Management.
������������ High level of English and IT literacy, including knowledge of office 356 applications such as PowerPoint, Excel and other reporting applications.
������������ Effective communication and engagement skills � the PMO supports a wide range of activities, building and maintaining relationships with colleagues at all levels, offering constructive challenge when required
������������ Prioritisation skills � the ability to manage multiple work activities and to change priorities quickly as required.
������������ Good drafting skills � there will be a need to build new documentation and regularly review existing products in line with good document management practices; our Steering Group is made up of Chief Operating Officers hence written communication will be key.
Desirable:
������������ Hold one of the following qualifications: P3O (Portfolio, Programme, Project Office) Prince2 Practitioner, APM Project Management Qualification.
������������ Applicants will ideally have experience of working in a shared service environment, but this is not essential to the role.
������������ Previous involvement in Corporate Services, particularly HR, Finance, Procurement or Digital would be useful but is not a requirement.
������������ Ability to balance logical and analytical approach to decision making whilst bringing innovative solutions to complex problems.
