Job summary

As the Senior Financial Accountant, your role will be supporting and developing the Financial Accounts team, providing guidance and support in establishing a controls-based environment, to provide advice, and develop policies, to improve compliance with accounting standards, tax regulations, and other government financial reporting requirements.


You will also be responsible for supporting the delivery of an efficient, effective and high-quality professional service meeting all reporting requirements.

Job description

Your main duties will be:

Management and development of the Financial Accounts teamLead the DBS monthly accounting process, reviewing reconciliations to maintain financial control.Prepare the year end DBS financial statements ensuring compliance with relevant legislation, public sector accounting requirements (HM Government Financial Reporting Manual (FReM)) and International Financial Reporting StandardsProvide technical and clear advice on the application of accounting standards, the development of accounting policies, and tax/financial control issuesDevelop, review and enhance key models critical for year-end accounting purposes, drawing on modelling expertise elsewhere in the team as necessaryProvide input into, or produce statutory and civil service wide reports such as the Fraud and Error returnDevelop, maintain and assure the financial controls utilised throughout the DBS (including the safeguarding of assets)Be responsible for DBS banking arrangements, including the supporting the management of cash flowOversight on the stewardship of DBS requisitioning, working with business areas to minimise the number of open purchase orders and to support prompt payment of invoicesOversee the fixed asset recording processLiaising with internal and external auditorsTo deputise for the Head of Financial Accounts where appropriateTo identify process and system improvements to make these more efficient and effectiveLiaising with other business areas, and leading on directorate queries as necessary to provide a quality finance serviceDay to day management of relevant commercial contractsUndertake additional duties appropriate to the role and/or grade

Essential criteria:

ABILITY

Proven ability to communicate matters to a non-financial audience and to build effective relationships with stakeholdersPresence and credibility to work with senior colleagues across the organisationHighly organised and able to plan and manage a broad portfolio of activitiesResilience in challenging circumstances: ability to work under pressure, remaining calm but decisive.

EXPERIENCE

Experience of managing, coaching and developing �a teamSuccessful relationship-building with own staff team members and wider Finance departmentLeading the annual report and accounts production processSupporting the external audit processSound knowledge of latest accounting standards (IFRS experience and FReM knowledge preferred)Developing financial policies, frameworks and proceduresExperience within a Financial Accountant role and ability to draw upon practicable experience of managing multiple deliverables to tight timescales whilst implementing financial controlsSound knowledge of MS ExcelExperience of driving improvements in processes to increase efficiencyBest practice financial controls and its environmentExperience of finance systems and processes

TECHNICAL

Must hold an accounting qualification from a recognised CCAB accountancy body or CIMA, or be part-qualified and progressing towards the achievement of this.
