The purpose of the Financial Strategy & Planning team is to lead and influence the UKHSA strategic financial position, driving value for money, and strengthening public trust through transparency of strategic financial information. Responsible for informing budget negotiations and securing financial resources, ensuring financial plans are fully aligned to organisational strategy and departmental outcome plans. Responsible for assessing the holistic financial performance and risks across the breadth of the organisation, providing expert financial analytics and insights to produce and communicate strategic level management information at Senior levels and ensure organisational affordability. Finance lead with external stakeholder relationships including DHSC, HM Treasury, Other Government Departments and Ministers.

Financial Planning sits at the heart of Organisational and Departmental decision making. UKHSA Financial planning works intrinsically with UKHSA Senior leaders to optimise budget utilisation. Required to forge strong and influential relationships with strategy, policy, HR, commercial and operational colleagues, alongside the wider finance community. Responsible for working across the organisation at all stages of the annual business planning process and managing the allocation of budgets across the organisation. Responsible for in-year budget changes and ensuring the correct apportionment of budget classification, operating within ring-fenced budgets and delegated budget controls.

Job description

The role of the G7 Senior Finance Manager - Planning is to support the G6 Head of Financial Planning in scrutinising, challenging and guiding budget holders in the provision of timely and accurate forecasts against budgets, re-forecasting exercises / scenario planning, end-of-Year reporting exercises, Mains and Supplementary Estimates and other fiscal events. The role also includes working closely across the finance function on annual budgeting process to ensure the organisation�s financial and budget planning aligns with the departmental strategy and is reflected on UKHSA financial systems.Annual Budgeting and Business Planning process, ensure the UKHSA�s financial and budget planning aligns with departmental strategy and is reflected on MaPS, development and administration of budgeting tool for UKHSA community, development of reports to support budget setting�Monthly reporting cycle, provide insight and analysis into the key issues, risks and opportunities as part of the monthly management information reporting process, including provision of timely and accurate forecasts against budgets, financial modelling, forecasting, scenario planning, sensitivity analysis,�In Year Budget allocation for UKHSA, centrally coordinating UKHSA�s monthly budget virements and transfers to ensure they are accurately tracked and recorded on financial systems, including the maintenance of over-arching Budget control schedulesMain and Supplementary Estimates. Support the DD and G6 in the submission of Main and Supplementary Estimates and ambits to HM Treasury, providing underlying analysis of forecasts and the analysis of organisation wide programme activities, topics and functions.

Person specification

Essential criteria
� � �A track record of being able to pick up a new portfolio of work, quickly understanding complex issues and delivering quality work at pace.�
� � �Be comfortable dealing with complex financial issues and data and have knowledge of the Government�s financial framework, budget setting and spending reviews.�
� � �An ability to build highly effective and trusting senior relationships and work collaboratively with senior leaders, using relationships and networks to secure delivery, as well as confidence and skill in influencing right the way across the organisation and have experience of conducting complex negotiations.
� � �An ability to see both the big picture, making strategic connections across a complex landscape and also have a track record of being able to dive into detail where required for assurance.
� � �Confident of working with big data
� � �You should be a CCAB/CIMA, or equivalent qualified accountant

Desirable criteria

� � �Significant experience in delivering change and transformation initiatives, in either a project or operational environment, or ideally a blend of both. UKHSA will be implementing the new Oracle budgeting tool this year.�
� � �Experience of performing in a variety of finance �roles, covering � costing, reporting, analytics, performance reporting, continuous improvement.
