About the role and requirements

The Health and Care Act 2022 put the Care Quality Commission's (CQC) assurance of local authorities on a statutory footing. The new duty on the CQC to assess local authorities’ delivery of their adult social care (ASC) duties under Part 1 of the Care Act 2014 came into effect on 1 April 2023. Linked to this new duty is a power for the Secretary of State to intervene where, following assessment under the new duty, it is considered that a local authority is failing to meet their duties.

CQC assessment of each local authority in England is now underway and is a significant new area of activity for councils. Partners in Care and Health have developed a range of materials, tools and direct support to help councils to prepare themselves. We are now preparing an offer which will support councils that are deemed to be Requiring Improvement or Inadequate by CQC.

We are looking for an Advisor who can add to our friendly team that undertake all the aspects of this support. Your work would include liaising with varying roles within councils to arrange direct support, managing and liaising with contractors as needed, steering processes to make sure the support we give is timely and of excellent quality. You will need to have a genuine interest in the evolving CQC processes and be able to adapt and ‘think on your feet’ as changes in process and the pace of the Programme of assessment quickens. You will also have the ability to synthesise information you have gathered, alongside information that may come via a Care and Health Improvement Advisor or a ADASS regional colleague, in order to devise, plan and execute new types of support to respond to this information. The CQC assessment process is very high on councils’ priority list at present and so this programme has a high profile within the sector. As one of the team that supports councils, you will be confident and professional, but not afraid to ask questions, equally comfortable with detail and more strategic planning.

As PCH develops it’s offer into 24/25, there are opportunities to work alongside other colleagues in other areas of focus, thus further developing your knowledge and skills.

The postholder can choose if they wish to undertake this role as home-based or office-based (Westminster). There may occasionally be a need for the postholder to travel to London or elsewhere in England.

About you 

You will bring the understanding, experience and drive necessary to make a significant impact. Experience of adult social care within local government is essential. You will ideally have experience or knowledge of the adult social care CQC assessment process and process, but this is not essential.

You will have strong relationship and influencing skills, the ability to communicate effectively and be comfortable in a high-profile position representing the views of local government. You will be able to manage a diverse workload and also be comfortable proactively designing and delivering your own work programme to best support councils. You will be comfortable working independently, with guidance. You will also have the skills and attributes necessary to ensure effective delivery.

You must have the right to work in the UK, the LGA are unfortunately unable to offer sponsorship visas. Evidence for the right to work in the UK will be requested at the interview stage.
