About the Role

The Traffic & Flood Risk Management Service area seeks to deliver an excellent customer focused service in an efficient, effective, and economic manner, with specific focus of the Council’s role as the Highway Authority whilst adhering to Corporate, Departmental and Government priorities.

This post primary purpose is to provide comprehensive engineering advice and help deliver the Highway Authorities statutory duties under the Highway Agreement process for planning applications and highway works. The role is required to liaise with developers and colleagues to assess planning and highway proposals to identify and resolve any concerns resulting highway and traffic issues.

We are looking for a proactive and efficient individual, who can put citizens and customers first and work with a range of internal and external stakeholders. They must also be organised and have excellent communication skills to ensure that the outputs of the service area are maintained to professional standards.

The ideal candidate will have:

Experience in highway design and construction proposals in line with national standards and council policy. Ability to technically approve drawings and specifications for agreements (under section 38 and 278 of the Highway Act 1980) and experience of completing associated site works. An awareness of highway drainage design standards, SuDS design, Public realm design and Flood alleviation schemes and an understanding of relevant planning and highway legislation/policies and their application . section 38 and 278 of the Highway Act 1980 Experience and ability to advise/provide detailed observations on the implications of permanent and temporary highway improvement schemes and highway development control/planning issues and experience of preparing reports and writing letters of a technical nature. The ability to prepare accurate work programmes, monitor progress and financial expenditure and react appropriately to changes in programmes. Ability to work and collaborate with a wide range of stakeholders from multiple organisations and experience of handling conflict and managing sensitive issues to achieve positive outcomes
