Edinburgh, United Kingdom City of Edinburgh Council Full time

Job Description

Place

CCTV Monitoring Operator
Edinburgh Operations Centre, City Chambers

Salary: £24, - £25, (Shift arrangement payments are £8, annually on top of the annual salary)
Hours: 36 per week

We are looking for an enthusiastic and motivated colleague for the City of Edinburgh Council Public Space CCTV Team. It is an exciting opportunity to join us as we complete the citywide system upgrade and integrate new cameras and technology with the existing network. Experience in a similar setting may be helpful but is by no means essential and the ability to demonstrate the City of Edinburgh Council’s core behaviours of Respect, Integrity and Flexibility, is more important than any amount of technical know-how. Our remit is the prevention and detection of crime and helping to ensure public safety, which means you’ll be liaising closely with Police Scotland and other partner agencies, using your unique viewpoint on the city to protect residents and visitors with a special emphasis on some of our most vulnerable citizens. If you can work effectively with a small team, provide exemplary customer service, stay calm under pressure and pass accurate information concisely, then you may be the CCTV Operator we are looking for.

Purpose of Job To provide 24 hour a day, day a year, monitoring of a range of public space CCTV cameras from the Edinburgh Operations Centre (EOC).

• Monitor images from Public Space CCTV cameras across the city, with particular attention to any suspicious circumstances or incidents.
• Prioritise live incidents and make decisions with respect to recording and identifying suspect individuals and incidents.
• Carry out duties in accordance with the designated Code of Practice, Operators Guidelines and legislation.
• Operate equipment in the Operations Centre in a correct and efficient way with strict adherence to Health and Safety guidelines.
• Operate and monitor equipment at the Multi Agency Control Centre (MACC) based within Police Scotland complex at Fettes, Edinburgh, during major events.
• Participate in periodic RIPSA (Regulation of Investigatory Powers Scotland Act) surveillance operations making sure the operations comply with the document granting permission.
• Record incidents on a shift log and enter into a database for production of statistical data.
• Leave cameras in rest positions which maximise the opportunities for evidence collection
• Monitor 5 police radio channels covering the city
• Review and prioritise requests for viewing of recorded footage making sure urgent or time pressured requests are dealt with first
• Conduct the viewing using the digital video management system and any other recording systems for any mobile/portable cameras within the vicinity of the incident.
• Ensure details of viewing are recorded on appropriate logs/databases for production of statistical data
• Ensure all footage viewed complies with relevant legislation Produce evidence packages for court cases and further investigations by police
• Present evidence packages to officers explaining location/context of images
• Quality control packages produced by other operators
• Ensure all footage leaving the EOC does so in accordance with appropriate legislation
• Follow strict audit trail so that all footage can be accounted for
• Attend court, if requested, to testify about the unit’s procedures and to authenticate images. General administration duties
• Record incidents on a shift log and enter into a database for production of statistical data
• Produce statistical reports as requested by management
• Produce monthly report for Ops Supervisor on own performance
