The Housing and Planning Analysis Division (HPAD) provides the very best quality analytical service in support of the department�s objectives on housing and planning. HPAD provides pro-active economics advice, modelling and appraisal for policy development, expert market intelligence, and timely monitoring information and advice on the performance of key programmes and policies.

HPAD is a vibrant, fast-moving and high-profile place to work and is at the heart of delivering core Departmental priorities on housing and planning. We are a friendly, multi-disciplinary division and take the development of our people very seriously, equipping and enabling them to make an impact by ensuring high quality evidence and analysis is at the heart of the policy-making process. HPAD sits in the Department�s Analysis and Data Directorate.

There are two roles available. One role will be in the Supply and Planning Analysis team (SAPA), and the other will be in the Tenure and Strategic Analysis team (TASA) � both within HPAD.
- Planning Policy Economist: Leading analysis and advice relating to planning, including changes to planning policy and legislation, how we assess housing need and the calculation of the Housing Delivery Test; and policy measures to bring forward additional land.
- Private Rented Sector analysis: Leading analysis and advice relating to the private rented sector, including economic analysis for impact assessments and business cases, economic analysis for the drivers of supply and prices in the sector and wellbeing analysis

Job description

The planning policy economist post involves:

Exploiting your economic toolkit to provide pro-active economic advice on the planning systemLeading on assessments of the impact of planning system, including on housing supplyLeading advice and analysis relating to the calculation of Local Housing Need for local planning authoritiesLeading analytical support on the Housing Delivery Test, including calculating the results for each Local Planning Authority�

The private rented sector economist post involves:

Leading analysis and the assessment of the private rented sector � monitoring impacts and identifying key trendsLeading the economic analysis for impact assessments and businessesLeading the analysis for wellbeing and housing quality impacts with other economists in HPADLeading the modelling of economic analysis to determine the drivers of supply and prices in the private rented sectorContributing to the cross-cutting analysis on tenure � working closely with other analysts, policy and other government departments

Both roles involve:

Developing close relationships with policy officials to anticipate future areas of work and ensure the continued influence of our workWorking in a multi-disciplinary environment, building the evidence base and influencing policy directionWorking with stakeholders across Government and communicating analytical outputs, including to the OBRLine managing an economist

Person specification

Experience of working closely with policy colleagues to ensure that analysis feeds into policymaking;The ability to work closely with senior officials and Ministers on high-profile topics and to explain complex analysis in a clear and coherent way;Experience of delivering to tight and multiple deadlines and under pressure, while ensuring the quality of your work;�Proven ability to combine intellectual rigour with effective verbal and non�verbal communication, clearly explaining technical issues and presenting for non-expert as well as expert audiences;�Experience of taking an evidenced based approach to help inform, and make recommendations;�Experience providing accurate analysis of large quantities of data, with a robust approach to quality assurance;�Skills in economic appraisal and impact analysis;�Knowledge and expertise in applied economics and for the private rental sector post, econometrics
