We are the Science, Technology and Innovation Analysis (STIA) team. We are responsible for developing and strengthening the evidence underpinning policy decisions for the ~�20bn the UK government invests in R&D every year. STIA is a multidisciplinary team of over 20 analysts, and we are proud of our commitment to learning and development (L&D). We are considered the best team in DSIT for L&D thanks to the number and range of in-house courses/training we offer, including:

Multiple internal seminar series (covering inductions to R&D policy making, knowledge sharing with other analysts, and external speakers),Dedicated data science training (where we teach you to code and apply data science techniques); andSite visits (to see first-hand the research we fund).

The role is reserved for badged Government Analytical Professions (Government Statistician Group, Government Economic Service, Government Social Research Service, Government Operational Research Service). Candidates who are not members must be eligible and willing to take the tests to become a member and those wishing to apply to either the Government Statistical Group or Government Social Research, will need to sit online tests as part of the application process.

Person specification

Key responsibilities:

You will develop the evidence base on innovation, which will include looking at the various drivers of innovation, such as R&D funding, skills, regulation, competition policy, and trade. You will critically assess evidence sources, design and manage research projects, and produce engaging and insightful papers and slides-decks, where you will use data visualisation to clearly deliver key messages. We will take the successful candidate�s existing skills into account, but the role could require statistical analysis of innovation datasets, literature reviews or stakeholder research.

The successful candidate will engage in a range of analytical activities in role, including the following (although never all at the same time):

Produce regular assessments of UK innovation, staying up to date with the latest metrics and conducting international comparisons to identify areas where the UK could improve.Manage external research projects, including business surveys and cutting-edge data analysis, working with the contractor to ensure the research is delivered on time and answers our key questions.Develop and implement proposals for how we can better understand private sector innovation, which could include surveys, interviews, or new data sources.Analyse existing and new data sources to undercover new insights � with plenty of internal training and support to learn key data science techniques.Bring together evidence to produce compelling summaries and narratives that deliver key insights and offer clear policy recommendations.Manage relationships effectively with non-analyst colleagues to ensure they understand and use analysis to maximum effect.

The successful candidate will be given as much support as required to develop their specialist analytical and wider skills and ensure they succeed on their work objectives.

Skills and experience:

Memberships

You must be a full member of one of the following analytical professions: Government Social Research Service (GSR), Government Statistician Group (GSG), Government Economic Service (GES), or Government Operational Research Service (GORS). Or you must be able to demonstrate that a) you satisfy the eligibility criteria and b) have the competence, at the required grade ( HEO), for one of the analytical professions.

For the avoidance of doubt, to apply for this role under the GES profession you must already be a qualified GES at HEO or above.

Office attendance

The Department operates a discretionary hybrid working policy, which provides for a combination of working hours from your place of work and from your home in the UK.
