Job summary

The Health and Safety Executive (HSE) has established the new Building Safety Regulator (BSR) to ensure high-risk residential buildings (HRBs) are safe and to enable people to feel safe in their homes.

BSR will oversee changes to the safety and performance of all buildings and raise industry professional standards year after year, working with residents and industry to make sure everybody has a voice in achieving this goal. BSR will serve as a lasting tribute to those who have lost their lives due to poor and substandard buildings and will help ensure tragedies of such proportions as Grenfell are consigned to the past.

Within High-Risk Building (HRB) Regulation there are two distinct functions: Building Control and In-Occupation. This advert contains one role in each function.

The Building Control function is about ensuring HRBs are designed and built to meet the functional requirements of the Building Regulations.The In-Occupation function includes delivery of the Building Assessment Certificate (BAC) applications to ensure that building safety risks associated with occupied HRBs are being managed and controlled to protect residents' safety. This post will require leading a team who are based in Cardiff.

As an Operational Delivery Team Leader (also known as Principal Regulatory lead) you will be responsible for leading and managing Building Safety Regulatory leads, who are responsible for the regulatory decisions. These Regulatory leads will themselves be co-ordinating multidisciplinary teams (MDT) with regulatory partners including Building control and the Fire rescue service and structural engineers, who will provide the expertise to support decision-making.

Job description

As the Team Leader, you will be responsible for Operational Delivery, strategic oversight and leadership for effective and efficient delivery of regulatory compliance for HRBs that ensures residents feel safe and are safe in and around the built environment.

We are looking for dynamic, driven, leaders who can bring out the best in our people, work effectively with others, including external partners, and use data to ensure efficient delivery of BSRs regulatory functions and objectives.

Key requirements include

[Assurance] Ability to assure and oversee consistent decision-making to ensure proportionate regulatory outcomes.

[Performance] Using data to monitor all aspects of operational performance including managing and deploying resources efficiently to develop a high-performing team.

[Risk] As BSR is a new organisation our processes are still embedding. You will need to be alert to when things are not being delivered as expected, responding promptly to implement changes while mindful of the impact on culture, structure, morale and a diverse range of end users.

[People] Embed a culture of peer review, continuous learning and professional development.
