Job summary
The Elections Directorate�is responsible for�a challenging and dynamic policy landscape, always in the public eye, covering electoral policy and law. This includes how elections are run, who can�participate�and how elections and campaigning are regulated. The Directorate delivers changes that realise the Government Manifesto Commitments and other Ministerial priorities ( introduction of Votes for 16- and17-year-olds, improvements to elector registration, revised list of Voter Identification that electors produce at polling stations, political finance, etc.). It is�anticipated�that this work will form part of the Government�s Major Projects Portfolio, which�comprises�the largest, most�innovative�and highest-risk projects and programmes delivered by Government.��
The role of the Project Manager is to lead and coordinate the delivery of multi-disciplinary project work packages to the Elections Directorate on a day-to-day basis. Initially, the role-holder will support digital project delivery, but projects will evolve over time in response to the overall Directorate priorities and needs, therefore some flexibility and comfort with changing work packages is required. The role holder should be adept at working effectively across teams, delivering measurable progress within tight project timelines and removing blockers when required. The Project Manager is responsible for driving and overseeing the delivery of their projects and suppliers to ensure that the objectives are clearly defined and aligned with the Directorate�s priorities and wider implementation plans, and are delivered within the agreed time, cost and quality constraints.
Job description
Create and lead the project to deliver the agreed outcomes within time, cost and quality constraints.
Day-to-day leadership of the project, and any associated project team.
Draw upon appropriate waterfall and agile project delivery methodologies to work within the hybrid Directorate governance and delivery arrangements, and manage effective transition between project phases.
Identify, in consultation, resources needed to deliver the projects, and deploy and develop resources as appropriate.
Working with our partners across the Directorate and beyond to ensure projects deliver the benefits identified.
Identify and manage stakeholder relationships and need for senior level support. Manage internal and external relationships as appropriate.
Identify and monitor project risks and issues. Develop mitigating actions and escalate as appropriate. Identify and work with related projects to manage interdependencies.
Support effective governance and decision-making. Provide reporting, and engage in mechanisms that hold you, as Project Manager, to account for delivery.
Engage with assurance reviews and support action on recommendations. Organise assurance processes such as gateway reviews, as needed, and in consultation with the sponsoring body.
Ensure effective Change and Configuration Management processes are in place to agree, and document changes to deliverables as agreed with stakeholders.
Provide support, guidance and coaching for any direct reports and/or colleagues. Show commitment to personal development. Promote effective individual and team performance.
Cascade vision and translate into delivery objectives for the team. Develop and maintain the Project Plan. Manage performance and report progress to the sponsors via the governance structure.
Person specification
Track record of providing visible and effective leadership, and developing a clear vision and standards to which multi-disciplinary teams should align.Proven experience of end-to-end project management of one or more projects of significant impact, complication and/or complexity.Proven ability to clearly articulate project goals as well as each team-member�s tasks, responsibilities and expectations.Proven and demonstrable ability to validate plans and dependencies.Proven experience of working collaboratively with multiple partners and setting direction.Extensive experience and knowledge of managing and monitoring of both agile and waterfall project lifecycles to effectively challenge to ensure best service and value for money.Proven ability to work under broad direction in challenging environments.Benefits
