The post will be based in the Consumer & Compliance Intelligence Team. The purpose of this team is to gather & analyse data from energy suppliers on the treatment of consumers, and supplier compliance with certain obligations. This data is utilised to produce insight and actionable intelligence for Ofgem in order to respond to the consumer impacts of retail market conditions.�

You will have the opportunity to work flexibly across Retail Directorate portfolios and Ofgem on a range of projects or may have a longer deployment within a team where you have in-demand specialist skills, knowledge, and expertise. �

Job description

Successful candidates will initially be deployed in the Consumer & Compliance Intelligence team, working closely with other teams to monitor the retail energy market to establish a sound evidence base for decision-making and policy-making. This team sits within the Retail Market Intelligence and Stability (RMIS) portfolio that forms part of the Financial Resilience and Controls (FRC) Directorate. As an Analyst, you will contribute to regular monitoring and reporting on competition and/or customer protection indicators and on the assessment of the impacts of retail energy policies and regulation.

If you are successful you will be part of the Analysis profession, in which you will be supported with all aspects of professional and personal development such as training courses, upskilling and mentoring opportunities to help with your career progression throughout your tenure. After the initial deployment, you will have the opportunity to work flexibly across Ofgem as a member of your Profession, working on cross-Ofgem projects and/or in teams that require your skills and expertise.

Key Responsibilities

Contribute to the implementation of BAU activity to regularly monitor and analyse market evidence, including handling large data sets, running existing activity, and issuing new information requests to third parties.Manage the internal dissemination of retail market and consumer intelligence updates and insights for the benefit of senior managers and other colleagues across Ofgem.Contribute to written deliverables (internal and external) such as analytical reports, briefings to senior managers and regulatory decisions.Co-ordinate with colleagues on the delivery of unplanned data requests, often at pace.Engage with internal stakeholders to scope and agree any analytical input/evidence necessary for monitoring and policy purposes.Engage with external stakeholders including other government departments, suppliers, and consumer bodies to ensure the timely and accurate provision of insights and analysis, where appropriate.

Use your expertise to support on monitoring and reporting on a range of supplier consumer and market performance data.Use your expertise to understand the complexities of the energy retail market, licence conditions, and reporting frameworks used to collect and analyse data from licensees.Deliver work objectives, milestones, and ad hoc activity to a high standard.Collaborate closely with other teams and identify interdependencies.Seek opportunities to enhance the efficiency and accuracy of data collection and analysis through use of data analysis tools and technology.Support on policy development and other decision making activity as required.

Person specification

Experience of providing analytical input or assurance into consultancy, government, policy, regulatory or energy sector projects that deliver benefits for consumers, communities, or society (LEAD)Good analytical skills, and ability to use a range of analytical approaches to add value to the policy development process. Includes working with uncertainty to solve problems, formulate pragmatic options, and present actionable information to decision makers.Effective in the use of data management and manipulation tools to produce insightful analysis � including proficiency in Excel and Power BI.Ability to build effective relationships with internal and external stakeholders that creates space for constructive, open, and transparent engagement.Good written and verbal communication skills that effectively communicate analysis insights to non-expert audiences.
