Job summary
The IT Change Manager will be responsible for Change Management within the Chief Digital Office as part of the Service and Release Management branch. The Change Manager oversees the management, maintenance and improvement of all activities across the ITIL Change Management processes in order to ensure the integrity and stability of existing and new services used by Social Security Scotland. The role owns the vision and strategy for the processes within their remit and contribute to the strategy of other IT Service Management processes.
You will ensure the forward schedule of change is managed and communicated to Partners and Customers.��You will be responsible for reporting and governance, including chairing Change Advisory Board (CAB) meetings, as well as the co-ordination and facilitation of change by engaging a variety of support teams and vendors.
As chair of the Change Advisory Board the post holder manages the change control process for configurable items and broader IT Services. This is to support continuous improvement of services whist ensuring minimisation of risk to business services impacted by the change. The post holder will work with project teams, resolver groups, technical groups and business colleagues to impact and schedule change activities.
�The IT Change Manager will ensure there is an auditable record of change activities. The IT Change and Release Manager will be expected to work closely with all implementation teams including 3rd parties. You will provide effective and coordinated updates throughout Change and Release lifecycles to all relevant stakeholders.�

DDaT Pay Supplement
This post attracts a �5000 Digital, Data and Technology (DDaT) pay supplement after a 3 months DDaT competency qualifying period. The payment will be backdated to your start date in the role.� Pay supplements are temporary payments designed to address recruitment and retention issues caused by market pressures and are subject to regular review. Job description
� Chairing the Change Advisory Board (CAB).� Managing & maintaining the Change Management Strategy.
� Accountable for change processes including standard, normal and emergency processes.
� Continually developing and embedding a fit-for-purpose change management framework ensuring seamless integration, adoption, education and a greater understanding of the management of change across the organisation.
� Accountable for Change communication between all relevant parties, including forward schedule of change.
� Establish and maintain timely communications with all Change management stakeholders to ensure they are kept informed of Change management service improvement status.
� Analyse change and resource conflicts across the change schedules.
� Use required ITSM tool to maintain accurate records of Change records.
� Drive continual improvement to systems and processes by identifying improvement opportunities, own and implement, improving our overall service offering.
� Provide regular MI reports on all Change and Release activity including but not limited to successful changes, failed & unauthorised changes, emergency changes, unplanned outages due to changes.
� Where required, provide feedback and input into the Service Operational management processes.
� Be a collaborative partner with other internal departments to deliver the best possible customer experience.
Person specification
1. Experience of IT Service Management in an organisation using the ITIL framework.2. Extensive experience of IT Change Management.
3. Relationship building skills, including extensive experience of collaborative working with both internal and external stakeholders at all levels.
4. Continuous improvement of ITIL processes.
