Senior Costing Specialist

Are you enthusiastic, innovative, and creative and can work collaboratively across different functions of an organisation? Scottish Water's Strategic Costing team are looking for someone who enjoys working with project cost data and can interpret, evaluate and form conclusions on the outcome of such analysis.

The Cost Analytics team, who are responsible for using historical cost data to provide Project Change Analysis and indication of Value for Money to the Investment Group. We also support other business areas with things such as; Optimism Bias information for early-stage estimates, Pound in the Ground Support and we do deep dive analysis on request to provide granular insights into projects.

What you'll do

As part of this role, you will develop/utilise solutions which enable Cost Intelligence to track and articulate our cost change with confidence. We have a strong roadmap of development in systems and process to hold better data and be flexible in supporting the business needs and future needs.

You will monitor and track the on-going cost change of asset and service interventions using both leading and lagging indicators to provide meaningful insights into the overall efficiency position and you will identify key cost drivers and establish appropriate feedback loops to support costing activities.

Change profiling, optimism bias development and monitoring and developing appropriate tools for analytical purposes will also be part of your role.

You will support the estimating process through thorough analysis of projects and showing the "where and why" cost has changed in a professional report format.

Building a strong professional reputation is essential, involving building relationships with Key Stakeholders (both internal and external) & Regulators is critical for influencing the achievement of Scottish Water's statutory, regulatory, and business objectives, while emphasising the importance of Cost Services. Another significant aspect of the role is conducting cost validation analysis on project cost data to maintain the accuracy of the cost curves.

Lastly, you will be guiding and directing team members to help the planning and delivery of key costing services align with and exceed internal and external stakeholder milestones also contributing to the development of team members and fostering cost intelligence within Scottish Water is a key responsibility.

What You'll Bring

You will have excellent Excel skills encompassing formulas along with strong numeric, analytical, and literary skills, and the ability to understand, interpret, and manage large volumes of complex data with a high level of attention to detail. A continuous improvement mindset is crucial, as is effective communication to liaise with internal and external stakeholders. A full driving license is also a requirement.

We're also looking for a few 'nice-to-haves'. Systems knowledge of Excel Macros/VBA, R and BES would be beneficial, along with technical awareness of the water industry, specific understanding of costing capital projects, and the ability to work across disciplines within a specialist team. Lastly, knowledge of the Scottish Water Business and Delivery Plans, and presentation skills would also be great.

The not-so-small print

This role will be a Grade 7. If you're new to Scottish Water, you'll join us on a starting salary of £41,000. Performance-driven pay progression would then allow you to move through the range to a maximum of £51,970.
