Location: This role is for a Senior Finance Business Partner (FBP) supporting His Majesty's Prison and Probation Service (HMPPS) operations in Wales and the South-West of England. There is a requirement for the successful applicant to be based within the region or near the specified region as travel is required.

Overview of Role

His Majesty's Prison and Probation Service (HMPPS) is an Executive Agency of the Ministry of Justice (MoJ). MoJ is responsible for everything that goes into running the UK's criminal and civil justice systems, creating the foundations for a safe, fair and prosperous society. We are one of the largest government departments with over 88,000 staff based across England and Wales. We are responsible for 500 courts and tribunals, 122 prisons, the policies underpinning the system and much more.

The MoJ Finance Function is a high performing group with a commitment to provide the best possible information and advice to our business colleagues. This role sits in the HMPPS Finance Business Partnering Team and will provide direct FBP support to two HMPPS Area Executive Directors and their operational teams running prisons and probation services. It's an interesting business area to support and will give the postholder a fascinating insight into operational challenges and delivery.

Role Summary

G6 FBPs typically have responsibility across a specific part of the Department, for financial advice, planning and reporting. They develop a good understanding of the areas of the business they support and build and maintain strong relationships at a senior level in their areas of responsibility, across the department, and beyond. They will bring insight and influence to bear through effective advice, presentation, and communication, enabling them to ensure finance is considered in commercial and operational decisions at all key stages.

Role Responsibilities

  • Stakeholder Engagement – develop and maintain strong partnerships with the Area Executive Directors and their teams.
  • Help improve financial awareness across the business and provide accurate and credible advice on financial management and wider governance issues.
  • Actively contribute at business meetings and be proactive in looking for value for money and efficiency.
  • Leadership – lead a team of twenty staff. Establish strong communications across the team and support and inspire staff to fulfil their potential as well as to deliver a highly effective service.
  • Work collaboratively with the other Senior Area FBP Leads.
  • As a senior member of the wider finance team, contribute to the ongoing development of the function, keeping an awareness of cross government financial management initiatives.
  • Financial management – co-ordinate your business area's annual financial planning activity and provide information and advice to support effective financial control in year.
  • Present and explain financial information clearly and offer advice to inform decision making.
  • Understand the cost drivers of the business and carry out analysis of information to improve efficiency and understanding.
  • Critical friend to the business – you will feel confident to challenge business colleagues on their spending plans and keep a focus on outcomes and business priorities.
  • Give advice to support decision making, encouraging options analysis and appropriate governance.
  • Use your insight to add value.
  • Business Expert – build an in-depth knowledge of the areas of HMPPS for which you are responsible, understanding the financial and performance drivers, risks, opportunities, and issues.

Travel

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas).

There is a requirement for the successful applicant for this role to be based within the Wales or South-West region or near the specified region for the post. The postholder will be appointed to an office/hub location within their region, this will be discussed with the successful candidate.

Candidates will be expected to work 3 days a week at their base location or another MoJ establishment – this includes travel across the region which can be on average 4 or 5 times a month. Travel to your primary office location will not be paid for by MoJ but If required to attend a location other than their base location, post-holders may be entitled to claim some or all of any extra expense (beyond the usual base location travel costs) in line with the MoJ travel policy.
