The Role

Reporting to the Commercial, Change and Portfolio Delivery Director you will take accountability for embedding and operating portfolio management throughout the City of London Corporation. Leading the strategic management and oversight of the Corporation's portfolio of programmes and projects, with specific responsibility for both Governance and Assurance.

Creating and leading processes to ensure projects and programmes at the Corporation are defined, approved, and delivered in line with agreed standards, ensuring the portfolio of programmes deliver desired outcomes. You will play a key role in keeping team collaboration front and centre and ensure monitoring, reporting and managing initiatives are agreed through the appropriate governance processes.

Responsibilities

Develop and oversee the strategy for managing portfolio, programme, and project management in line with the Corporation's strategy.
Construct and direct the Corporation's portfolios, prioritising and selecting projects to meet organisational goals.
Implement and maintain portfolio management framework, methodologies, and governance structures.
Chair governance boards, approve portfolio strategies, and manage risks and opportunities effectively.
You will attend governance meetings, discussing and conducting reviews of the portfolio to ensure progress is made on both optimisation and adjustments.
Champion portfolio implementation and promote a collaboration culture within the Corporation.
You will define the Corporation's risk appetite, escalate risks, and take decisive action on workforce deployment where necessary.
You will deputise as Head of Profession at times and provide strategic support to Committees and Chief Officer Boards.

About you

You will be comfortable working in a new function with changing priorities. This role is responsible for taking the function forward, professionalising how things are conducted and create a culture of proactivity. Working closely with senior leadership providing them with the confidence that the Corporation has the capacity to deliver within agreed timelines. You may have oversight of several programmes with the value up to £2.2billion.
You will have extensive experience in leading portfolio management in a large and complex organisation.
Experience leading on multi-million-pound projects, working closely with internal and external stakeholders to ensure delivery and governance.
We are looking for someone who is comfortable in politically complex environments, with experience of bringing people together and influence stakeholders effectively.
Significant experience managing strategic partner relationships, making use of contract management levers to ensure effective delivery.
Proven track record of leading transformation design and delivery in a political environment.
The ability to confidently represent the Corporation at external events.
A sound understanding of the public sector procurement regulatory framework.
